Minister of State for Home, Mr. Nasir Aslam Wani today told the House that under the Govt.s policy of return of youth, the government has received 1082 applications from the persons who intend to return under the aforesaid policy. He said out of these applications 218 cases have been recommended and the rest of the applications are being scrutinized and verified.
Replying to question by Mr. Murtaza Ahmed Khan, the Minister said the State Government in consultation with the Union Home Ministry has notified a policy for the return and rehabilitation of the youth, willing to return to J&K. He said 66 persons (some of them along with their families) have returned illegally via Nepal and other routes.
The Minister said that working group-I on Confidence building measures across the segments of the people in the State setup under the aegis of the Prime Ministers Round Table Conference, had recommended that a definite policy/package is required to be formulated for the return and rehabilitation of the Jammu and Kashmir State subjects from across the border, who joined or were forced into militancy.
2736 candidates selected as constables under SRD in Police: Nasir
Minister of State for Home, Mr. Nasir Aslam Wani in reply to a question by Mr. Bashir Ahmed Magray informed the House that under Special Recruitment Drive (SRD) in the Police department, 2736 candidates have been selected till date as constables in different places of Srinagar, Jammu, Budgam, Shopian, Reasi and Udhampur districts of the State.
He said the Special Recruitments Drives in the Police department are conducted in areas which are relatively less represented in the Police department. He said the conduct of these recruitment drives is a continuous process. He said since the conduct of Special Recruitments rallies is area specific, the candidates are informed by the District SPs through advertisements circulated in specified areas and announcements made through the public address system.
The Minister said a well defined procedure/criteria has been fixed for making these recruitments transparent. He said while undertaking such Special Recruitment drives, the primary requirements like age, qualification and physical standard of the candidate are checked and the candidates have to qualify the prescribed norms for entry into the Police Service.
In reply to another question by S. Dharam Bir Singh Oberoi, the Minister informed the House that in addition to the already installed CCTVs at different locations in Srinagar City, the Police department is contemplating to install more such CCTVs at other locations as a part of its electronic surveillance to ensure easy identification of law breakers.
In reply to another question by Mr. Subash Chander Gupta, he informed the House that PHE infrastructure regarding construction of sources for drinking water has already been laid up at 12 places of Hiranagar area and funds in part have been released. In reply to another question by Sheikh Ghulam Rasool, the Minister informed the House that recruitment of class IV is now made by the district and divisional Committees in pursuance of Government order.
The Minister said that the normal process of advertisement, interview etc has to be followed which takes time.
While replying to a question by Nizam-u-Din Khatana, Mr. Nasir said the post of Tehsildar Kokernag shall be filled up as and when the General Administration Department formally haven issues orders.
In reply to another question by Jahagir Hussain Mir, Mr. Nasir informed that in good number of cases, the compensation has been paid to the land owners, interested persons where final awards has been issued.
The Minister said that compensation is yet to be paid in cases where land acquisition proceedings are going or are under process at different stages. He said the progress of land acquisition is being monitored at various levels like District Collector, Divisional Commissioner, Financial Commissioner Revenue and at the Administrative level. He said earnest efforts are being made to finalize the acquisition proceedings in a time bound manner.
