Jammu: CPI (M) state secretary and MLA Kulgam M Y Tarigami and PDF president and MLA Khansahib Hakim Mohammad Yasin Sunday said as claimed, there is nothing historic in the present coalition for the formation of the State Government, except that BJP has been able to share power in J&K for the first time
In a joint statement they described the Agenda of the Alliance as an eye wash and asserted that the time taken for finalizing this agenda was only to hoodwink the people of the State and prepare them for a great shock. There is nothing path-breaking, concrete and special in this agenda, as most of the points enlisted in the document are hazy and vague. Maintaining the status-quo on Article 370 is a joke as PDP had pleaded for its restoration and beyond. Everybody knows that this Article and the Special Status of the State has been grossly eroded and reduced to mere husk, they said.
The need of the hour was to restore it fully and not to keep it as a dead letter on the pages of the constitution. Moreover, the abrogation of this Article is not constitutionally possible. The agenda framed by the coalition partners has conveniently swept the AFSPA under the carpet. While it was the time to withdraw it fully, the Alliance Agenda says, The Government will examine the need for de-notifying the Disturbed areas and leave the final decision regarding AFSPA to the Union Government, they added.
It may be recalled that committees for the review of AFSPA have been framed even in 2007 and 2010 but without any concrete results. As far as West Pakistani Refugee issue is concerned, the agenda is vague and open to different interpretations. The agenda also mentions that the coalition government will constitute a Delimitation Commission, which is not permissible under law. In the agenda, there is only one line reference regarding the rehabilitation of flood victims. It is noteworthy that in the Union Budget, this all important issue, has been totally left out. Creation of dependable avenues for the employment of the youth in the state has also been blacked out in the union budget. It seems the coalition partners have not approached and persuaded the central government that these two issues are of vital importance and need to be addressed in concrete terms, the leaders said.
Enough funds should have been earmarked for the purpose of post-flood reconstruction and rehabilitation. The agenda manifests that the alliance is not the result of any conviction but is born out of a compulsion as the coalition partners faced a completely bifurcated mandate, they added.
