SRINAGAR: Three key districts of Kashmir including the summer capital Srinagar have no Chief Education Officer, belying the tall official claims of boosting education sector. What makes matters even worse, the post of Secretary Education has also fallen vacant after the recent cabinet decision to appoint the incumbent Secretary Education Rashid Ahmed Inqalabi as DC Ramban.
For past two years, the Minister for Education Tara Chand showed no interest in appointing chief education officers for Srinagar, Ganderbal and Kulgam districts, a CNS report said adding in Kashmir over 80 higher secondary institutions were without principals, 195 high schools without headmasters, 35 District Institute of Education and Trainings (DIET) were without heads (whose rank is equivalent to higher secondary school principals), five educations zones were without Zonal Education Officers (ZEOs) and not to mention 200 lecturer posts that are lying vacant while four major districts of Kashmir Valley are without Chief Education Officers.
On July 4 the state’s Education Ministry had promoted 15 Principals and appointed them as Chief Education Officers but till date none among them had been deputed anywhere. It is an open corruption case. The concerned Minister is waiting for these promotes to see him at his office chamber. Only those will get deputed who will grease the palms of the minister and other officials, CNS quoted an unnamed official of the Education Department as having disclosed . He further said that the politicians and some influential bureaucrats always create hindrances in filling the vacant posts as they always want to appoint favorite candidates on these vacancies from whom they receive hefty amounts as bribe.
Deputy Chief Minister and Education Minister Tara Chand didnt respond to repeated phone calls. While the phone of Director School Education Kashmir was switched off.
