SRINAGAR: In its second meeting of the Executive Council of J&K State Council on Climate Change, chaired by Principal Secretary, Planning Mr. B.R Sharma. The committee cleared the final draft of the State Council on Climate Change. This is the second tier of the J&K State Council on Climate Change. Earlier Expert Committee also cleared it on October 22, 2013. Now it is ready for submission to Ministry of Environment and Forests GOI, for its consideration. It took two years time to finalize the draft. J&K being very fertile and eco-sensitive state, lot of consultations were required with the stake holders, including, the Administrative Secretaries, NGOs, Academicians, Industry Chambers and Commerce, students of Schools and Colleges etc. Over 100 consultations were held during this period. Once the Ministry of Environment and Forests approves the draft, it will be placed before the final authority i.e the Governing Council, headed by Chief Minister of J&K State.
The Department of Ecology, Environment and Remote Sensing is the nodal department that prepared the draft along with GIZ/CITRAN consultancy Ltd. of Orissa, who were the main consultants.
During the meeting, the Director, Ecology Environment and Remote Sensing Mr. Suresh Chugh briefed the gathering about the process of preparation of J&K State Action Plan on Climate Change and its development up till the present stage.
Ashok Singha and Mr. S. Mazumdar made a PowerPoint presentation, giving details of various facets of State Action Plan and Climate Change. At present only 4 missions of National Action Plan of Climate Change (NAPCC) are operational, which include Solar Mission, Energy Efficiency, Green India Mission and Sustainable Habitat Mission through JNNURM. The activities listed in the State Action Plan on Climate Change under various missions will be posed before concerned missions through DPRs for funding.
