JAMMU The re-constituted State Level Monitoring Committee (SLMC) under the Cable Television Network (Regulation Act 1995 read with Amendment Act 2011) met here today under the Chairmanship of Principal Secretary Information Department, B. B. Vyas.
The meeting discussed in detail various aspects of the Act and functioning of Private Cable Television Network in the State. The meeting also reviewed the action taken on the decisions made in the last meeting of the Committee. The Members put forth various suggestions for upgrading the monitoring mechanism and ensuring sharing of information received from various quarters.
The Principal Secretary directed for creating an e-group of the Members of the Committee so that they are in a position to share their views and the status of complaints and suggestions received from the public relating to the functioning of Private Cable Television Network in the State. He also directed for updating the existing e-mail portal for receiving the complaints and views of the people relating to the programmes and other aspects pertaining to the functioning of private cable televisions. He also directed for placing the Cable Television Network Act and other relevant notifications and rules in the public domain through a dedicated Web Portal to be constructed by the National Informatics Centre J&K for the purpose.
The meeting emphasized the need for regularly obtaining feedbacks from the District Level Monitoring Committees headed by District Magistrates. He said the feedback received should be shared with the Members of State Level Monitoring Committee. He directed for arranging the video conferencing of the State Level Monitoring Committee with the District Level Committees so that necessary information is shared and monitoring process made cohesive and dynamic.
The Members of the re-constituted State Level Monitoring Committee headed by Principal Secretary Information, are representative of the Director General of J&K Police, Secretary to Government, Social Welfare Department, Director Information, Prof. Satnam Kour (Academician) Department of English, Jammu University, Dr. Showkat Ahmad Shah, (Psychologist) Head of the Department Psychology, Kashmir University, Tariq A. Rather (Sociologist) Centre of Central Asian Studies and Renu Nanda, NGO.
The nominated Members under the Act have a term of two years and are not eligible for re-nomination. The Director Information for the J&K and District Magistrates within their jurisdictions has been nominated as Authorized Officers.
The Monitoring Committees will review and deliberate on the litany of complaints received and take decisions on the matters referred to them in accordance with the opinion of majority of the members present in the meeting. The Committees will determine whether a violation of the codes has taken place and render advice on the further action to be taken in the matter. The Complaints against the satellite channels will be forwarded to the Secretary to Government of India, Ministry of Information and Broadcasting to look into the violations of the programmes and advertisement codes.
