Khan is Director Panchayat Raj; Wani Director Social Welfare
SRINAGAR: The Cabinet which met here today under the Chairmanship of Chief Minister Omar Abdullah ordered following transfers and postings:
Mr. Farooq Ahmed Khan, Director Social Welfare, Kashmir has been transferred and posted as Director Panchayat Raj, Department of Rural Development and Panchayat Raj against an available vacancy.
Mr. Nisar Hussain Wani, Additional District Development Commissioner, Kulgam has been transferred and posted as Director Social Welfare Kashmir.
Mr. Madan Mohan Gupta, Joint Development Commissioner, Works, Public Works (R&B) Department has been transferred and posted as Chief Engineer, PMGSY, Jammu vice Mr. Sheikh Abdul Hamid.
Mr. Bimal Tickoo, Chief Engineer, Mughal Road Project has been transferred and posted as Chief Engineer, PMGSY, Kashmir vice Mr. Ishtiyaq Ahmad Hamal. He will however, continue to hold the charge of the post of Chief Engineer, Mughal Road Project till further orders.
Mr. Sheikh Abdul Hamid, Chief engineer, PMGSY, Jammu has been transferred and posted as Chief Engineer, R&B, Jammu relieving Mr. Tehseen Mustafa, CEO, ERA of the additional charge.
The Cabinet accorded sanction to the promotion of Mr Atal Dulloo (IAS JK:89) and Mr Umang Narulla(IAS JK: 89) to the Higher Administrative Grade (Rs 67000-79000) of IAS with immediate effect. Consequent upon their promotion Mr Atal Dulloo and Mr. Umang Narulla shall be designated as Principal Secretaries to Government.
Cabinet approved promotion of Mr. R. S. Sodhi, Director Fire and Emergency Service to a common pool post in the Pay Scale of Rs 37,400-67,000 with GP of Rs 10,000 with immediate effect. It also accorded sanction to the promotion of Ms Tasneem Maajid to the Super Time Scale of Rs 37,400-67,000 with GP of Rs 10,000 of the Jammu and Kashmir Administrative Service w.e.f. 04-09-2013.
The Cabinet approved promotion of Mr. Ajay Singh Jamwal to the Special Scale of KAS on notional basis w.e.f. 19-10-2011 and on substantive basis w.e.f. 14-12-2011.
The Cabinet also approved promotion/regularization of Mr. Rajesh Kumar Dogra, Joint Director Fisheries (presently working as Incharge Director Fisheries) as Director Fisheries in the Pay Scale of Rs 37400-67,000, GP 8700, with effect from 01-09-2012. It also approved promotion of Bashir Ahmed Wani (Retd KAS) to the Special Scale of KAS on notional basis w.e.f. 01-06-2009 and on regular basis w.e.f. 12-02-2013.
The Cabinet also accorded sanction to the appointment of Mr. Ishtiaq Ahmed Hamal, Chief Engineer, PMGSY, Kashmir as Development Commissioner (Works) in the Pay Scale of Rs 37,400-67,000 with GP of Rs 8900 with immediate effect.
The Cabinet also approved regular promotions of Chief Engineers (Civil) in the Pay Scale of Rs 37400-67000 with GP of Rs 8700. The Chief Engineers include Mohammad Hussain Sheikh w.e.f. 18-05-2007, Ishtiaq Ahmed Hamal w.e.f. 23-04-2008, Khalid Muzaffer Mir w.e.f. 04-08-2008, Deputy Lal Sharma w.e.f. 21-11-2008, Shadi Lal Bhat w.e.f. 09-12-2009, Madan Mohan Gupta w.e.f. 09-12-2009, Bimal Tickoo w.e.f. 09-12-2009, Tehseen Mustafa w.e.f. 09-12-2009, Anoop Koul w.e.f. 14-07-2011, Mushtaq Ahmed Lone w.e.f. 14-07-2011, and Abdul Hamid Sheikh w.e.f. 24-11-2011.
The Cabinet also approved promotion of Mr. Mohammad Ashraf Bhat to the Time Scale of Jammu and Kashmir Administrative Service of Rs 15,600-39,100 with GP of Rs 6600 on notional basis w.e.f. 29-09-2008 and on regular basis prospectively. It also approved promotion of Mr Rakhpal to the Time Scale of KAS of Rs 15,600-39,100 with GP of Rs 6600 on notional basis w.e.f. 01-01-2013 and on regular basis w.e.f. 07-10-2013.
Creation of 5 posts of Lectures: The State Cabinet also accorded sanction to the creation of five posts of Lectures in Government Higher Secondary School Padum, Zanskar. The Posts in the Pay Band of Rs 9300-34800 and GP 5400 include Lecturer Physics, Chemistry, Botany, Zoology and Mathematics.
The Cabinet approved the promotion of Mr. P. G. Dhar Chakraborty (IAS JK: 80) to the fixed Scale of IAS (Rs 80,000) w.e.f. 02-01-2012.
