CCA warns against changing funding norms in PMSSS

Srinagar: Coaching Centers Association (CCA) of Kashmir has warned government against changing the guideline regarding release of payment under Prime Minister’s Special Scholarship Scheme (PMSSS).

The association said that certain touts and some college lobbies are recommending the money given under the scheme should be released directly to colleges and not through the students. “Currently the money is released to the beneficiary (student) account, which empowers students and thus forces colleges to provide better education,” said G N Var, chairman CCA. “But if those lobbies persist and the guidelines are changed then there will be no accountability on colleges.”

There are number of cases where some touts and NGO’s have admitted the students in some non-deserving colleges, who are not more than empty cowsheds, with no faculty and qualified staff. “Now if funds go to such colleges directly, a student will be forced to suffer without any option to back out,” said Var. “Even if colleges wind up in the middle of the session, a student will lose everything.”

The association said that the power of money vested with students places an effective check on colleges. “Otherwise the tout-college lobby will have a field’s day in fleecing students from the state,” said Var.

The association also demanded an answer from the government regarding its claim that it had no role in the scheme implementation. “CM recently said that we had no role in the implementation of PMSSS, All India Council for Technical Education (AICTE) was provided some role only recently, our question is, then who was running this scheme,” said Var. “We just want to know about the person who were at the driver’s seat and who landed thousands of students in the mess.”
