Team Dileep Padgaonkars report on J&K was uploaded on the website of Ministry of Home Affairs on 24 May 2012 for comments of the stake holders. The report had some critical mentions and proposals that surely needed the observations of GOI before uploading it on the website since these had significance of even international worth.
The report on page 39 (2.1. Centre-State Relations 3 page 39 ) states, Moreover, the report of the European Parliament in 2007, authored by Baroness Emma Nicholson, interpreted the four-point formula that had emerged from the Manmohan Singh-Pervez Musharraf talks as providing self-determination for the former princely State.
One year has since passed, neither has the said quote been refuted by Manmohan Singh nor has the MHA explained to people of India (at least the people of J&K ) the contents of the 4 point formula.
The 4 point Manmohan-Musharraf Formula, as has been known through media, doesnt goe well with the soul of 1947 Accession neither does it fit in the scope of Art 368 or Art 370 of Constitution of India. It in a way negates the 22nd February 1994 Resolution of Indian Parliament as regards Pakistan occupied areas of Indian State of J&K.
