SRINAGAR Locals of Mandigam, Qaziabad area here in this north Kashmirs Kupwara district on Friday said that paramilitary CRPF personnel killed 13-year-old boy Danish in target firing after 2 to 4 children yelled and threw stones at them in fun yesterday.
The police however said paramilitary forces fired in self-defence and to protect Electronic Voting Machines (EVMs) and civilian staff on Thursday after a crowd surrounded them.
A boy Owais Ahmad Mir, son of Mushtaq Ahmad Mir, a 7th class student was killed when CRPF of 164 Battalion opened fire at Mandigam, Qaziabad on Thursday evening.
Yelling at the troops or pelting stones seems to be fun for these children. There were 2 to 4 children in number. Dont these forces personnel have their own kids that they killed this innocent 13-year-old boy, who was studying in 7th standard, in target fire? an elderly person flanked by a group of villagers told media men.
While he was being taken to Handwara hospital, the troops stopped and he died on the way to Kralgund hospital where he was referred, he said. If the concerned government continues to show the cold response and if the government wants to continue with the genocide policy, it should find some short method to kill us all instead of such painful incident, he added.
The locals demanded a magisterial inquiry and to find out the truth. The magisterial probe should find how forcibly a bud (child) can throw the stone and what damage it would have caused, he said, adding, Had the officers been sincere in their conduct, they should have found whether the force used was not disproportionate.
Senior Superintendent of Police (SSP) Handwara Ashish Mishra said that the poll party while returning from a polling station was surrounded by a mob of miscreants and they started pelting stones at them.
“In order to save themselves, civilian staff, and to protect poll material including Electronic Voting Machines (EVMs), the security personnel used force in which the boy, who was part of the crowd, got injured and then succumbed to injuries in the hospital,” Mishra told local news agency GNS.
SSP said that an FIR has been registered and further investigations are underway.
The FIR has been registered against the people who were part of the crowd and RPC sections invoked include 148 (Rioting), 149 (Unlawful Assembly), 336 (Endangering life of others), 427 (Mischief), 307 (Attempt to murder), 392 (Robbery) and 511 (Punishment).
Meanwhile, thousands of people participated in the funeral prayers of Owais who was laid to rest in his ancestral graveyard amid a complete shutdown in the area.
