SRINAGAR The Jammu and Kashmir High Court on Monday directed the authorities to ensure all facilities including medical ones are provided to the jail inmates in central jail here and others.
The directions by a division bench of Chief Justice Gita Mittal and Justice Tashi Rabstan followed submissions by the counsels or petitions that the jail inmates in the jails are in miserable condition and they are not being brought before the court of law for trials on time as also no proper medical facility is being provided to them.
The Court was also informed that the authorities are not allowing the visitors with any eatable for the jail inmates and as per the court directions no regular visit is being made by the district judges to their respective jails.
State counsel submitted before the court that the revised jail manual is under consideration of committee formed by the government and the same may take one more month as the officers of the committee are entrusted with other job pertaining to the upcoming elections. The Courts attention was also drawn towards the incident recently took place in central jail Srinagar and the court has been informed that the authorities were about to shift the jail inmates outside the Valley to which the jail inmates demonstrated inside the jail and various persons suffered bullet as well as pellet injuries in the action taken by the authorities.
The state counsel however refuted all these submissions and informed the court that the jail inmates in hundreds come out from the barracks and ransacked the whole jail as there was no such proposal of shifting them as the matter of fact there was a need of renovating one of the barracks as such the jail inmates in the barrack were supposed to shift to other one.
