SRINAGAR The State Human Rights Commission (SHRC) on Monday issued a notice to the superintendent of police Kulgam and deputy commissioner Kulgam asking them to submit a detailed report over the killing of 14-year-old girl Muskaan Jan last month.
The 9th standard girl, who was critically injured in a shootout in Khudwani area of Kulgam district on November 25, succumbed to wounds at a hospital in Srinagar on November 27.
As per official sources, Muskan of Wangud-Qaimoh was operated upon at the SMHS hospital in Srinagar and was in coma before succumbing to injuries.
A police official had said that militants fired several shots at an army camp stationed in a part of the Rice Research Institute of Sher-e-Kashmir Agriculture Universitys (SKUAST) campus at Khudwani on Thursday morning.
The army retaliated, leading to a brief exchange of fire. Muskan was unfortunately caught in the crossfire and sustained bullet injury, he had said.
The girl was taken to a sub-district hospital in Qaimoh where from doctors referred her to the SMHS hospital in Srinagar where she was operated upon.
Hearing a petition filed by chairman international forum for justice and human rights (IFJHR) Muhammad Ahsan Untoo, the SHRC chairman Justice (retd) Bilal Nazki asked the SSP and DC Kulgam to furnish a detailed report as to how the 14-year-old was injured.
The petitioner has sought an inquiry into the incident and urged on the SHRC to impress upon the government to sanction adequate relief in favour of the family members of Muskan.
Muskan was injured after hit by a bullet in Wanigund, Khudwani in Kulgam after militants and government forces exchanged fire on November 25.
According to the petitioner, the girl was shifted to the district hospital where from she was referred to SMHS where she succumbed to injuries.
