SRINAGAR: CPI (M) State Secretary Mohammad Yusuf Tarigami has hailed the recommendations put forward by Justice J. S. Verma led Committee to review prevailing laws against sexual crimes.
In a statement issued here today, Tarigami has said that Justice Vermas call to review Armed Forces Special Powers Act (AFSPA) and appointment of a Commissioner in Kashmir. The CPI (M) leader observed that the many extreme clauses in AFSPA have led to misuse of the powers under different pretexts. Tarigami agreed with the viewpoint of Justice Verma that sexual offences by armed forces and unformed men should be brought under ordinary criminal law.
The CPI (M) leader also welcomed Justice Vermas recommendation vis-à-vis appointment of special commissioners to ensure the safety of women complainants and witnesses in cases of sexual assault by armed personnel besides regular monitoring by special commissioner to ensure security of women detainees in police stations, and women at army or paramilitary check points.
Tarigami added that if the provisions of the Justice Verma report are implemented, it will definitely be effective. However, he cautioned that despite stringent measures in place, the community participation is necessary to uproot social evils. “There is a dire need to change the mindset of people.”
