SrinagarThe Jammu and Kashmir High Court has directed the Srinagar Municipal Corporation to file the latest status report about steps taken for controlling the dog menace in this summer capital of the state.
A Division Bench of Chief Justice Badar Durrez Ahmad and Justice Ali Mohammad also arrayed SKIMS and SKUAST as party respondents to Public Interest Litigation and directed them besides SMC to report the court to the suggestion and recommendation made by the amicus Nadeem Qadri for controlling dog menace and rabies in the state, by next date of hearing.

Advocate Qadri submitted that every day scores of dog bites cases are brought to hospital every day which shows how the menace was uncontrolled.
He said that there were no proper medicines and vaccination of dog bites available in hospital which can prevent a victim from infected by rabies.
He said that anti-rabies treatment drugs and injections should be made available on subsidized rates and offered free to patients who cant even afford them due to costly treatment. Human Rabies
Immunoglobulin injection costs around Rs. 5,000 and each victim needs 1-2 vials, while Equine Rabies Immunoglobulin costs around Rs 500 each vial and each patient needs 1 – 2 vials. Government Hospitals only provide Anti-Rabies Vaccines which is not in regular supply, he said.
He said dog population has grown enormously and sterilization process cant contain it. Culling of Stray Dogs as provided by the law, should be thought of with proper management to keep check on regular basis.
Dogs are needed for scavenging, but their huge presence is threat to human lives. Rabies is 100% fatal, so if a person is bitten by a rabid dog and some delay in management of animal bite, death is inevitable. So to save precious lives availability of rabies treatment drugs supply must be made available on regular basis at every nearest health centers and hospitals at village, Block, Tehsil and district level, he said.
Meanwhile, the Court directed the government to ensure that such kind of medicines and vaccination be made available at all dispensaries also.
