JAMMU Housing and Urban Development Department has introduced Citizens Service mechanism to provide online birth and death certificates, give information about building permission status including that of no objection certificates received from different departments besides attending online public grievances.
The system also provides facility to the department for creating data bank about births and deaths, building permissions, accrual based accounting and status of court cases. It has also provided facility for maintaining personal management and administrative module and e-tendering for development works.
During the last year Housing and Urban Development Department has got enacted J&K Municipalities Public Disclosure Act, J&K Municipal Ombudsman Act 2010, Employment of Manual Scavengers and Construction of Dry Latrines (Prohibitions Act), J&K Property Right to Slum Dwellers Bill 2011, J&K Development Act 1970 Amendment Bill 2011 and J&K Municipal Law Amendment 2011.
The Department has also notified by-laws and policies for parking at Srinagar and Jammu, advertisement policy, municipal accounting manual, building by-laws for Srinagar and Jammu Municipal Corporations, J&K Municipal Accounting Manual for ULBs.Besides carrying forward a mega-programme of construction of lanes, drains, culverts, parks, playgrounds in urban area modern hi-mast Sodium Vapour Street lights have been installed in Jammu and Srinagar cities.
Construction of modern abattoirs at Nagrota is in progress, traffic signal lights have been initiated in the twin capital cities.Colonies for EWS are under development at Palpora, Udheywalla, Sumberbagh Bemina and Noorbagh.
A sewerage treatment plant at Talab Tillo has been commissioned and its phase second involving Rs. 13.81 crore is under progress. Development of Bus Addas in urban areas has been completed at various places. In six districts solid waste management programme has been taken up, Swarn Jayanti Rozgar Scheme for generation of employment has been given impetus.
The master plans for Jammu and Srinagar cities are in final stage while the master plans for towns of Kupwara, Budgam, Achhabal and Kokernag have been completed.Rs. 83.18 crores have been released by the Planning Department for current financial year for the Dal and Nageen Lakes development programme. A rehabilitation programme for Dal and Nageen Lake dwellers has been approved under State Plan involving Rs. 416 crores.
Under Conservation And Management Plan for Dal Lake an amount of over Rs. 215 crores has been incurred by the end of this year.As many as 1535 plots have been developed at Rakh-i-Arth, 35 kilometres of sewerage lines are under completion besides two master classic III operation.
Three Aqua Truxor are being deployed, 25 fountains have been installed in Dal Lake, 12 major channels have been drudged besides removing 115980 Cubic Metre of weeds. In addition, 49 springs have been restored, 7 kilometres of shore line of Dal Lake have been developed and 11 jetties weaving decks constructed.
Under JNNURM Rs. 247.62 crores have been sanctioned for various projects for urban infrastructure which include projects like Urban Structure Governance (UIG), Basic Services for Urban Poor (BSUP), Integrated Housing Slum Development Programme (IHSDP), Urban Infrastructure Development for Small and Medium Towns (UIDSSMT).The income slab for Economically Weaker Sections (EWS) and Low Income Groups (LIG) has been increased from Rs. 50,000 to Rs. one lakh for EWS and Rs. 1,00,001 to Rs. 2,00,000 for LIG.
