SrinagarSeveral departments and constitutional bodies are currently lying headless and with the result the normal work is severely affected.
One of the vital departments is Regional Transport Office Kashmir that is lying headless despite having large public interface.
Farooq Ahmad Rather, Regional Transport Officer, Kashmir, was transferred on September 20 and posted as Chief Executive Officer, Integrated Watershed Management Programme, J&K, against an available vacancy.
However, since than government has failed to appoint RTO Kashmir resulting the work gets severely affected.
Rather Sahab has been asked also to look after this this department. But the work is getting affected. Important files are gathering dust, an official at the RTO Kashmir said.
He said without RTO Kashmir, the officials were not able to ensure smooth functioning of the department.
Another important department is Irrigation and Flood Control Department Kashmir that is headless for the last two weeks.
The previous Chief Engineer Irrigation and Flood Control got retired on September 30 and since than government has failed to appoint the new head of the department. The dredging work has been severely affected as we dont have Chief Engineer who could issue orders for various important decisions, an official of the Irrigation and Flood Control Department said.
The official said that presently the Chief Engineer Public Health Engineering was holding the additional charge of Irrigation and Flood Control Department.
Sources believe that there is tussle between the PDP and BJP over appointment of Chief Engineer Irrigation and Flood Control Department. The BJP wants that Chief Engineer should be from Jammu while the PDP wants that a Kashmiri should be appointed there.
Similarly, several constitutional bodies are lying defunct. The State Electricity Regulatory Commission (SERC) is one of the bodies where vacancies have not been filled. In December 2016, SERC chairmans term expired while two members had already completed their term earlier.
The defunct statutory body means lack of regulation in power purchases and supply in the state.
The State Vigilance Commission (SVC) is without chairmen and members for the last many months, with “no work” being done in their absence.
In SVC, Kudeep Khoda, R K Jerath completed their four year term as its chief vigilance commissioner (CVC) and vigilance commissioner (VC), respectively, on February 21, 2017. Gou-sul-Nisa Jeelani attained her term as vigilance commissioner on March 31, this year. (KNS)
