RajouriDespite directions by the high court, the states General Administration Department (GAD) has failed to complete departmental enquiry within four months against an IAS officer and others in connection with an alleged scam in Rajouri Development Authority.
State high courts division bench of Justices Alok Aradhe and Janak Raj Kotwal had on May 17 this year directed the GAD to conclude the enquiry against Mohd Javed Khan (IAS), the then Chief Executive Officer, RDA and presently Excise Commissioner J&K to complete the inquiry within four months and file a status report.
The court had passed orders in a Public Interest Litigation alleging hush up of the scam as the state vigilance organisation had instead of registering an FIR converted it into regular departmental action against the delinquent officers and officials of RDA who besides Mohd Javed Khan (IAS) included Khushal Chand, the then Executive Engineer, Devi Dass Heer, Executive Engineer and Gurcharan Singh Junior Engineer, RDA.
