SrinagarChief Secretary, B B Vyas Tuesday reviewed the progress of implementation of the Public Financial Management System (PFMS) in the state, in a meeting, he chaired here with Administrative Secretaries and senior officers.
PFMS is a web based online system for fund management and e-payment. The system provides for a financial platform for all government schemes, data base of all implementing agencies and beneficiaries and integration with State Treasuries. It will provide the government real-time information on resource availability and utilisation across schemes.
It was informed in the meeting that Integration of Treasury Net with PFMS has been completed besides registration of State Schemes corresponding to Centrally Sponsored Schemes and registration of State Implementing Agencies is under process.
Chief Secretary observed that constitution of the State Advisory Group to roll out the Public Financial Management System (PFMS) in the State has been approved by the State Government.
The mandate of the State Advisory Group shall be to provide guidance, advice and support to State Project Monitoring Unit (SPMU) for addressing state level implementation specifics, coordination with other departments, capacity building requirements in the State and review progress of implementation.
Chief Secretary impressed upon the Administrative Secretaries to expedite the implementation of the PFMS scheme in their respective departments in order to facilitate its early roll out. This will improve programme administration and management, direct payment to beneficiaries and greater transparency and accountability in the use of public funds he said.
