SrinagarThe Jammu and Kashmir High Court on Wednesday ordered Srinagar Development Authority to seal old bus stand at Batamaloo here to be eventually used for public purpose.
Hearing a Public Interest Litigation, a division bench of Chief Justice Badar Durrez Ahmad and Justice Ali Mohammad Magrey also directed Divisional Commissioner and Kashmirs Inspector General of Police to provide all assistance to SDA.
The court made it clear that if the erstwhile bus stand was still in operation, the same is illegal as the same has been shifted to Parimpora as per the government notification.
The court said it was joint responsibility of SDA and Srinagar Municipal Corporation to ensure that bus stand shall be cleared from all condemned vehicles as well as of all scrap lying inside and outside it. The court also said that the old bus stand shall be utilized for other public purpose.
With regard to suggestion of segregation of inter and intra city transport, the court said termed it important issue in so far decreasing traffic congestion and directed the Transport Commissioner, who was present in the court, to take steps and inform the Division Bench on next date hearing about it.
With regard to dust on roads, the court said that Commissioner SMC was to come up with action plan for keeping the city clean from all dirt but it has not seen the light of day till date.
Subsequently, the court directed Chairman State Pollution Control Board to take lead in the matter with SMC, R&B and SSP traffic and come up with action plan by or before next date of hearing in the matter.
Regarding noise pollution, the court observed that all the silent zones are at the level of industrial zones and directed all of themSchools, colleges, Hospital, courtsshould be identified and adequate measures should be taken to ensure that noise level at these place remain within the permissible level. It was hearing a PIL, seeking streamlining of the traffic in the Kashmir Valley.
The court also directed all the stake holders along with deputy commissioners of all districts to meet in this regard and asked the Divisional Commissioner Kashmir to convene it.
