Srinagar: The Election Commission of India Tuesday issued the notification for By-election to Srinagar Lok Sabha Constituency, which is scheduled to go to polls on April 9.
“As per the notification, last date of filing nominations has been fixed on March 21, while as scrutiny of papers will be held on March 22 and the last date of withdrawal of candidature is March 24,” an official spokesman said here.
He said as per the notification, elections will be held on April 9 and counting of votes will be held on April 16.
The voting hours has been fixed from 7:00 am to 5:00 pm, he added.
The Srinagar Lok Sabha seat was vacated by former PDP leader Tariq Hamid Karra who had resigned last year in protest against alleged “brutalities” on Kashmir protesters.
Around 27 lakh people, including 75000 migrant voters, will exercise their franchise during the by-elections in two parliamentary seats of Srinagar and Anantnag slated to be held next month.
Notification for filing nomination papers will be issued for Srinagar Parliamentary constituency.
The last dates for filing nominations for Srinagar and Anantnag are March 21 and March 24 respectively.
Officials said that around 27 lakh people will exercise their franchise during the by-elections in two parliamentary seats of Srinagar and Anantnag, adding the voters also include around 75000 migrant voters.
They said that the electoral rolls will be further updated in the coming week to ensure more voters get registered.
They also said that elections offices shall remain open on March 21, 2017, despite of being State holiday, which is the last day for filing of nominations for Srinagar parliamentary constituency.
For smooth conduct of the elections, 31 Assistant Returning Officers have also been appointed for the 31 Assembly constituencies involved in these two parliamentary seats, they said, adding that one overall observer, two general observers, security observer and expenditure observer for the elections are also in the offing. Srinagar and Anantnag parliament seats would go to polls on April 9 and 12 respectively. Votes would be counted on April 15.
CEO reviews election preparations
Chief Electoral Officer (CEO) Jammu and Kashmir, Shantmanu today said that all arrangements have been put in place to conduct forthcoming Parliamentary bye-polls in Srinagar Parliamentary Constituency in a free and fair atmosphere.
The CEO was speaking at a meeting held to review the poll arrangements which was attended by Deputy Commissioner Srinagar, Deputy Commissioner Budgam, Deputy Commissioner Ganderbal, Assistant Returning Officers, Joint Director Information, Deputy Director Information, DIG Srinagar, concerned SSPs and other officials.
The CEO directed the officials to strictly follow the rules and guidelines laid down by the Election Commission of India to ensure transparency in every aspect of election process.
The meeting was informed that there are 1559 polling booths in the Srinagar parliamentary constituency which have been categorized as sensitive and hypersensitive.
The CEO directed the officials to furnish the final list of all polling booths after scrutinizing the same, within two days. He directed the officials to start awareness programmes in various educational institutes in all the concerned districts, to maximize poll participation.
The CEO also directed the concerned to setup a toll free number so that election related complaints are registered. He also reviewed the arrangements put in place for appointment of micro-observers and Videography and Webcasting facilities.
