Mrs. Vineeta Gupta, IAS (JK:2000), Transport Commissioner, J&K, has been transferred and posted as Director General, IMPA relieving Mr. Lokesh Dutt Jha, IAS, Financial Commissioner, Revenue of the additional charge.
Mr. Sanjeev Verma, IAS (JK:2001), Commissioner/ Secretary to the Government, PHE, Irrigation and Flood Control Department, has been transferred and posted as Commissioner/Secretary to Government, Tribal Affairs Department vice Mr. Saurab Bhagat, IAS. Cabinet Approves Separate Tourism Development Authorities For Tosa Maidan, Shopain-Dobjun-Peer-Ki-Gali, Bani-Basohli
The Cabinet in its meeting chaired by Chief Minister, Mehbooba Mufti on Monday accorded sanction to the creation of Tourism Development Authority, Tosa Maidan.
Tosa Maidan is one of the largest meadows in Kashmir valley and is surrounded by dense forests with the potential of developing into a world class tourism destination.
The Chief Minister had during her visit to the area in May last year announced creation of a separate Tourism Development Authority for the development of tourism infrastructure in Tosa Maidan.
Apart from the normal tour & picnics, Tosa Maidan has a huge potential in terms of adventure including winter sports, hiking, mountaineering, horse riding, para gliding, rock climbing, trekking etc.
In another significant decision, the Cabinet accorded sanction to the creation of Tourism Development Authority, Shopain-Dobjun-Peer-ki-Gali & Tourism Development Authority Bani-Basohli along-with creation of 21 posts of various categories for each Tourism Authority.
The Cabinet also approved renaming of Tourism Development Authority Lakhanpur-Sarthal as Billawar-Duggan Development Authority.
Cabinet Approves Promotion Of IPS Officers
The Cabinet in its meeting chaired by Chief Minister, Mehbooba Mufti on Monday accorded sanction to the antedating of placement of Abdul Gani Mir, IPS (JK:94) in the Selection Grade of IPS Pay Band 4: Rs. 37,400-67,000 with Grade Pay of Rs. 8700/-, from 20.02.2008 to 01.01.2007.
The Cabinet accorded sanction to the promotion of Abdul Gani Mir, IPS(JK:94) to the Super Time Scale-(i)-DIG in the Pay Band -4 Rs. 37,400-67,000 with Grade pay of Rs. 8900/- w.e.f 01.01.2008 instead of 27.02.2008.
The Cabinet approved promotion of the IPS officers of 2003 batch Vidhi Kumar Birdi & Keshav Ram Chaurasia to the Super Time Scale-(i)-DIG in the Pay Band-4 : Rs. 37,400- 67,000 with Grade pay of Rs. 8900/- w.e.f 01.01.2017, on proforma basis.
The Cabinet accorded sanction to the placement of Deepak Kumar Slathia, IPS (JK:2004) in the Selection Grade of IPS Pay Band 4: 37,400-67,000 with Grade Pay of Rs. 8700/- , w.e.f 01.01.2017.
The Cabinet approved promotion of IPS officers of 2013 batch including Chandan Kohli, Nagpure Amod Ashok and Ashish Kumar Mishra to the Senior Time Scale Pay Band-3 (Rs. 15,600- Rs. 39,100) with Grade Pay Rs.6600/- w.e.f 01.01.2017.
The Cabinet approved creation of one post of Superintendent Jail for District Jail, Rajouri in the Pay Band of Rs. 9300-34800 with Grade Pay of Rs. 4800/- by corresponding reduction of one post of Assistant Superintendent Jail, in the Pay Band of Rs. 9300-34800 with Grade Pay of Rs. 4240/- in Central Jail, Kotbhalwal, Jammu.
The Cabinet approved the appointment of Muneer Ahmad Khan, IPS, IGP Crime as Director, Vigilance Organization.
Cabinet Approves Promotion Of IFS Officers
The Cabinet in its meeting chaired by Chief Minister, Mehbooba Mufti on Monday accorded sanction to the promotion of Chief Conservators of Forests viz Dr Mohit Gera, Dr Neelu Gera and Roshan Jaggi to the post of Additional Principal Chief Conservator of Forests in the Above Super Time Scale (i) of Rs 67,000-79000 (HAG) w.e.f from 1.12.2016.
The Cabinet accorded sanction to the promotion of Chaturbuja Behra, IFS (JK:96), Conservator of Forests to the post of Chief Conservator of Forests in the Super Time Scale -(ii)-of Rs 37,400-67,000 with Grade pay of Rs. 10,000 w.e.f 16.12.2016.
The Cabinet accorded sanction to the promotion of S Rakesh Kumar, B Balaji and Samuel Changkija from Selection Grade to the Super Time Scale – (i)-of Rs 37,400-67,000 with Grade pay of Rs. 89,000 w.e.f 01.01.2017.
Cabinet Approves Establishment Of Dmos In All Districts
The Cabinet chaired by Chief Minister, Mehbooba Mufti on Monday accorded sanction to the establishment of District Mineral Offices in all the Districts, so as to better manage and control mining activities and to check illegal and unscientific mining/exploitation/processing through internal arrangement without creation of any new post.
The development of infrastructure for these District Mineral Offices will be through the resources of District Mineral Foundation Trust Funds.
Cabinet Approves Transfer Of Land With Government Joinery Mills, Pampore To The J&K Bank Ltd
The Cabinet chaired by Chief Minister, Mehbooba Mufti on Monday accorded sanction to the transfer of land by way of sale, measuring 50 Kanals available with Government Joinery Mills, Pampore to the J&K Bank Ltd at Rs 45 Lakh per Kanal for development of Mega Currency Chest and establishment of Staff Training College, which will be handed over to the J&K Bank after receiving full compensation after due demarcation provided by the Revenue Department Officials.
Cabinet Approves Land Use Change For Establishing GDC For Women At Batpora, Srinagar
The Cabinet chaired by Chief Minister, Mehbooba Mufti on Monday accorded sanction to the change of land use of evacuee land measuring 54 kanals and 13 marlas situated at Batpora, Zakura, Srinagar, falling under the Master Plan Srinagar-2021, from residential to educational use, by way of establishing a new Government Degree College for Women, Batpora, Zakura, Srinagar on the said land by the Higher Education Department and incorporation thereof of the said change of use of land in the Master Plan Srinagar-2021.
Amnesty Scheme Electricity Consumers Extended
The Cabinet in its meeting chaired by Chief Minister, Mehbooba Mufti on Monday approved extension of Amnesty Scheme for Domestic Electricity Consumers, 2015 up to 31st March-2017.
The extension of the scheme up to 31st March-2017, will provide an opportunity to the left out domestic consumers, to avail the benefits, under the scheme and clear their pending electricity bills, an official spokesperson said.
Promulgation Of J&K Panchayati Raj (Amendment) Ordinance 2017 Approved
The Cabinet in its meeting chaired by Chief Minister, Mehbooba Mufti Monday accorded sanction to the promulgation of the Ordinance to amend the Jammu and Kashmir Panchayati Raj Act, 1989.
The elections to the Halqa Panchayats were held in the year 2011 and the tenure of 05 years has expired in July, 2016. For conducting fresh elections of the Halqa Panchayats, the process has been initiated; hence the need had arisen for promulgation of an Ordinance, so far as it related to elections to Panchayats and delimitation of Halqa Panchayats, an official spokesperson said.
For the purpose of holding general election under this Act in the year 2017, the superintendence, direction and control of the preparation of the electoral rolls and conduct of, all election in accordance with this Act shall vest in the Chief Electoral Officer. The power to determine and delimit Halqa Panchayats in accordance with this Act shall vest in the Chief Electoral Officer.
