Jammu: The State Vigilance Commission (SVC) has asked the Vigilance Organization to register a case in a complaint against then BDO, Tral, presently posted as Assistant Director Handicrafts, Ramban and officials of Rural Development Department for allegedly extending undue benefit to some beneficiaries by way of releasing Rs. 1.30 lakh, under AIY scheme, in violation of norms and procedures fixed for this purpose.
Earlier while taking cognizance of the complaint, the SVC sought a report from the Assistant Commissioner Development (ACD) Pulwama, in which the complainants alleged that large-scale irregularities have been committed by the officers/officials of the Rural Development Department in distribution of funds, under centrally sponsored IAY scheme, in Block Tral of Pulwama district, in connivance and conspiracy with Panchs and Sarpanhs of the block,
The report submitted by the ACD to the Commission prima-facia established the Omissions and Commissions on the part of the officials of Rural Development Department in distribution of funds earmarked for construction of houses under IAY scheme. The report further revealed that the concerned officials instead of releasing funds in favour of deserving homeless families, especially BPL category, dishonestly released in favour of Panch and Sarpanch of the area despite knowing that both the beneficiaries are already in possession of their own houses and were not entitled to any benefit under the scheme released Rs. 1.30 lakh in their favour thereby defeating the real spirit of the scheme and snatched the rights of poor families. It is worth noting that local Panchayat prepares the list of beneficiaries which is verified by BDO for further action and in this case the Sarpanch and Panch included their own names dishonestly.
Taking serious notice of the willful negligence of the BDO and others of Rural Development Department, who were entrusted to utilize public money for the welfare of downtrodden families but instead benefited those who did not deserve this, ordered for registration of formal case so that the persons involved are identified and proceeded under law.
