Srinagar: The Jammu and Kashmir government is mulling to have a winter secretariat in Valley after the commencement of annual darbar move- scheduled to take place later this month.
There will be no change in the commencement of the annual ‘Darbar Move’ and offices will close in Valley in the last week of October while in Jammu, the government will function in November’s first week.
Earlier, there were speculations of early move this year due to the turbulent situation that has been taking toll in Kashmir since July 9. However, the government has decided not to pre-pone the bi-annual shift of the secretariat and that the offices shall close on time in Valley and will resume on time in Jammu- the state’s winter capital.
Furthermore, sources said that the government is mulling to establish the winter secretariat in Valley in the back drop of the current unrest due to which the governance here witnessed a hit.
The government would soon chalk out a strategy to decide the modus-operandi of the entire process. “It is most likely that there would be no less than two to three ministers who will be made available on rotational basis in Srinagar secretariat. This is being discussed as there were several issues pertaining to people that are pending and need disposal,” says an official.
Darbar Move is the name given to the bi-annual shift of the secretariat and all other government offices of the Indian state of Jammu and Kashmir from one capital city to another.
From May to October, governmental offices are housed in the state’s summer capital, Srinagar, and the other six months in its winter capital, Jammu. The tradition was started during Dogra rule in 1872 by Maharaja Ranbir Singh.
