SRINAGAR: The contractual employees of Khadi and Village Industries Board (KVIB) Saturday urged the Chief Minister Mehbooba Mufti to regularize their employment which the authorities have promised them on several occasions.
The Board had approved the advertisement of our posts under the chairmanship of Mr. Rigzan Jora in Advertisement notification number KVIB/1 of 2008 dated 04/06/2008, a delegation of the employees told Kashmir Observer. In light of the above advertisement notice, Ex Secretary Mr R.C. Sharma considered all the contractual employees for the regularization but unfortunately he got transferred and the result of the notification remained pending till date.
Strangely, the results of the later published advertisement No 2 dated 17/11/2008 were soon announced though it had been advertised without owning an approval by Board under ex Secretary Dr Abdul Rashid despite the approval by Board being mandatory in the light of the rule KVIB/26 of 1998 dated 21/04/1998, they said. The era of ex Secretary Mr. RC sharma was thus proved genuine as it followed the legal proceedings while publishing such advertisements.
On the other hand, they said, ex Secretary, Dr Abdul Rasheed, just came and published the new advertisement of his own and even announced its results without paying any heed to the results of the previous advertisement. This event is self-explanatory, clearly reflecting its dubious nature, the delegation said. His ignorance caused a huge impact on the candidates of the earlier notification No KVIB/1 OF 2008 and their conditions remained deteriorated till date even though the civil court, regarding this very notification, had already given decision to regularize them (final decision made on 20/05/2009).
In addition to that, they said, it is interesting to mention about the selective regularization of Manzoor Hussain Bhat and Prithvi Raj Driver on the basis of their personal approach along with two others namely Qadir-ud-din and Narayan Das who got regularized even without the interference of Board and only after completing 3 months of service. In our case, however, the authorities are making excuses by quoting the necessity of constituting board of directors and board meeting for implementation of even court orders, they said.
The contractual appointees brought into the notice of Governor N N Vohra a few months ago. His advisor, Khurshid Ahmad Ganaie, attempted to solve it on 14/03/2016 by addressing Chief Secretary of J&K and advising him to regularize the concerned employees but that file was halted during the formation of new government, they said. We request you to kindly issue necessary orders to publish the long awaited results of interviews held under advertisement notice No 1 of KVIB dated 04/06/2008 which can act as shunt to their excuse of taking our case through board meeting and other futile formalities.
