Srinagar: The state government today directed all the departments to give preference to hand-made paper folders and other stationery items over plastic ones for use in the meetings, workshops and office work.
With a view to encourage the use of handmade paper folders and other stationery items, which are environment friendly, the Ministry of New and Renewable Energy and Khadi & Village Industries Commission has strongly advised to do away with plastic folders, a circular issued by under secretary to government, a copy of which lies with GNS .
The Ministry of New and Renewable Energy and Khadi & Village Industries stated that plastic is a non-biodegradable substance and its improper disposal causes many problems.
Plastics are synthetic substances produced by chemical reactions. Almost all plastics are made from petroleum. The monomers of petrochemical plastics are inorganic materials (such as styrene) and are not biodegradable, the circular said.
Khadi & Village Industries Commission (KVIC) patronises rural traditional village industries and hand-made paper is one of the prime village industries under the purview of KVIC, it said.
Hand-made paper has been globally acclaimed as eco-friendly for its non-toxic, biodegradable properties since it does not use wood pulp as raw material. KVlC propagates usage of hand-made paper to safe guard the ecological balance. The plastic folders, which are conventionally used for meetings and workshops, can weli be replaced by handmade paper folders which are more durable and aesthetic in look, it said, underling that the production of hand-made paper is undertaken by the rural artisans whose livelihood depends on the trade.
