Srinagar: State Vigilance Commission has directed vigilance organization for registration of a formal case in an alleged large scale corruption and misappropriation of government funds allocated under various centrally sponsored schemes in Block Qaimoh of District Kulgam.
The persons allegedly involved in the scam include the officers of Rural Development Department in connivance and conspiracy with some private individuals.
Earlier, on a complaint lodged before the Commission regarding corruption, malpractices and other irregularities committed by the officers/officials of BDO office Qaimoh directed the Addl Dy Commissioner (District Vigilance Officer) Kulgam for on spot enquiry into the matter and submission of factual report before the Commission.
The detailed report submitted before the Commission prima-facie revealed that huge funds have been drawn from the State Exchequer form time to time for non-existing and fictitious works, in addition, there is deviation from approved plans and discrimination in distribution of funds for conferring undue favouritism to some persons by depriving the genuine and deserving families from benefits of the schemes.
The report further revealed usage of substandard material in many executed works by the Contractors who were hand in glove with officers/officials of the Department, tantamounting to abuse of official position and criminal breach of trust resulting in huge loss to the State Exchequer.
The State Vigilance Commission, the statement said, while expressing serious concern over omissions and commissions on the part of officers/officials concerned particularly the irresponsible and casual approach exhibited by the then Block Development Officer (BDO) Qimoh, who was primarily responsible for authentic use of Government funds allocated for various development schemes in fair and transparent manner, directed Vigilance Organization for registration of formal case for thorough investigation in the matter so that the officials found involved are strictly dealt with law of the land.
