Srinagar: Notwithstanding Vice Chairmen of various Advisory Boards had to resign from their posts following imposition of Governor rule, all the VCs are still enjoying the status of Minister of States putting burden on the state exchequer.
It is pertinent to mention here that State Government had created various advisory Boards in order to get political adjustments of their favourites. In this regard, state is running J&K State Advisory Board for Welfare of Gujjar & Bakerwal, J&K State Advisory Board for Development of Pahari Speaking People, J&K State Social Welfare Advisory Board, J&K State Handloom Advisory Board, J&K State Women Development Board and J&K State Kissan Board.
Government appointed various loyalists as Vice Chairman by giving them Minister of State status. For example on August 12 last year Nayeema Ahmed Mahjoor was appointed as Chairperson, J&K State Commission for Women with MoS status. Chowdhary Zaffar Ali was appointed as vice chairperson, J&K State Advisory Board for Development of Gujjars and Bakerwals, with status of MoS. Kuldeep Raj Gupta was appointed as vice chairperson, J&K State Advisory Board for Development of Pahari Speaking People with status of MoS, whereas, Bhushan Lal Dogra was appointed as vice chairperson, J&K State Advisory Board for Development of Scheduled Castes, with status of MoS. All these appointments were made by PDP-BJP government in the state last year. These VCs were entitled to perks and facilities at par with Minister of States.
But since these posts are political and all of them deemed to be removed, yet all are working till date. Legal experts told CNS that this is like Elected Government and Advocate General sink and sail together and in the same manner Vice Chairmen have to resign with the culmination of elected government in the state but violating all norms, these VCs are still enjoying MoS status. They are still using State Flag on the car and they have been given all the facilities which an MoS is entitled. Sources said that these Boards are illegally functioning in the state and Governor administration is mute on the issue.
Sources said that after pressure from Governor the political postings like Advocate General, Additional and Deputy Advocate Generals and Government Advocates resigned from their posts and even Governor appointed new Advocate General yet no decision has been taken on the political posts of VCs till date. Sources said that even though Governor will, some bureaucrats have kept the file of removal of these VCs pending due to reason better known to them. Sources said that the process of removal was started but now the matter has been kept pending the Law department which is exercising huge loss on the state exchequer. (CNS)
