
Srinagar- In a significant push for infrastructure development in Jammu and Kashmir, the Government of India has allocated ₹29,903 crore for the expansion and enhancement of National Highways (NHs) across the region. This investment has resulted in the construction of 1,003 kilometers of new highway stretches in the past five years, significantly improving connectivity and driving regional economic growth.
According to official sources, the Ministry of Road Transport and Highways (MoRTH) has provided comprehensive updates on NH development, including electronic surveillance systems, road safety measures, toll collection regulations, and overall infrastructure enhancements.
To enhance travel safety, the government has deployed advanced electronic monitoring systems such as the Advanced Traffic Management System (ATMS) on critical highway stretches like the Qazigund-Banihal section of NH-44/NH-1A. Although certain sections are still under limited surveillance, efforts are ongoing to improve safety across the entire highway network. Road safety audits are conducted at every stage—from design to construction and operation—to minimize accidents.
Authorities have also been focusing on reducing accidents by rectifying black spots. “So far, 200 accident-prone locations have been identified, and corrective measures, including improved signage, road markings, crash barriers, and speed control mechanisms, are being implemented. Long-term solutions such as road widening and junction improvements are also underway,” an official said.
To ensure proper maintenance, J&K’s National Highways are managed under Performance-Based Maintenance Contracts (PBMC) and Short-Term Maintenance Contracts (STMC). Contractors failing to meet set maintenance standards face financial penalties.
Regarding toll collection, the Ministry has imposed several fines on toll contractors in Jammu due to non-compliance, with penalties reaching ₹1 lakh per instance. The revenue generated from toll collection is deposited into the Consolidated Fund of India, facilitating further infrastructure projects.
The government has also focused on improving roadside infrastructure, with 20 Wayside Amenities (WSAs) planned across J&K. These will provide essential services like restrooms, food stalls, and parking facilities. Public toilets at toll plazas are being monitored via the NHAI One app, and contractors are fined for poor maintenance.
Over the past five years, authorities have completed 86 underpasses, flyovers, and a road overbridge to enhance pedestrian and vehicular movement, making travel safer and more efficient.
With sustained investments in highway development and safety initiatives, Jammu and Kashmir’s transport network is set to witness transformative improvements, benefiting residents and visitors alike.
