The recent surge in militant violence in the Jammu division of Jammu and Kashmir is a stark reminder of the region’s fragile security situation. Since 2021, the twin districts of Rajouri and Poonch have witnessed a disturbing resurgence of militancy. The violence, which was relatively under control earlier this year, saw an unexpected spike in recent weeks. The Jammu and Kashmir Director General of Police (DGP), R R Swain, has attributed this renewed unrest to efforts by Pakistan to destabilize the region. He has emphasized the need for a robust response to thwart these external threats and warned locals supporting terrorism of severe consequences under the Enemy Agents Act, which prescribes life imprisonment or the death penalty for those convicted.
Swain’s assertion that fewer local youths are joining militant ranks compared to a decade ago is a silver lining. However, the persistent threat posed by well-trained foreign militants infiltrating from across the border cannot be ignored. The militants’ ability to carry out attacks and then seemingly vanish highlights the challenges security forces face in tracking them down. The ongoing extensive search operations in the dense jungles of the region have yet to yield significant results, adding to the uncertainty and tension.
The recent attacks have momentarily shifted the focus from the Kashmir Valley, which has seen a decline in militant activities, to Jammu. It suggests a strategic move by militants to exploit perceived vulnerabilities in the region. The last three years have seen sporadic but impactful incidents of violence in Rajouri and Poonch, indicating a pattern of sudden spikes followed by periods of relative calm. This cyclical nature of violence poses a significant challenge for security planning and response.
The historical context of the Kashmir conflict, which has claimed 45,000 lives over three decades, further complicates the situation. The loss of 23,000 militants, 6,000 security personnel, and 12,000 civilians, including informers, is a testament to the conflict’s toll. While recent initiatives to recruit Special Police Officers (SPOs) from affected villages aim to strengthen local defense, more measures are needed to address the situation.
A proactive approach is essential to curb the escalating violence. This includes not only robust security measures but also political engagement and socio-economic development. Addressing grievances, providing opportunities for youth, and fostering community resilience are critical to undermining the appeal of militancy. Besides, enhancing intelligence capabilities to prevent cross-border infiltration are critical.
The situation in Jammu and Kashmir is at a critical juncture. The response of security forces, coupled with proactive political and social initiatives, will determine whether the region can move towards lasting peace or remain trapped in a cycle of violence.
