SRINAGAR: Only 28 cases have been solved during eight years from 2005 to 2013 by the headless (since August 2014) State Ac-countability Commission (SAC), the official website of the commis-sion informs.
The SAC constituted in 2003 took applaud during its initial years after it moved against the corrupt officials and issued a slew to orders suspending them. But after some years, the commission suffered stagnation and official negligence.
The SAC was headless for four years until the appointment of Justice (Retired) Nargotra and after his term was completed it has become headless again.
The term of Chairman SAC Justice (Retired) Y P Nargotra and its member Justice (Retired) Hakeem Imtiyaz ended last year in August and till date the Government has failed to appoint the new chairman and members to the commission.
Ironically the official website of SAC (www.jksac.nic.in) still carries photos and details of Justice Nargotra and Justice Imtiyaz Hussain being the Chairman and Member of SAC respectively.
As per the official details available on the website, the commission has given judgments in only 28 cases in between 14.10.2005 to 26.2.2013.
The J&K State Accountability Commission (SAC) was constituted under provisions of Jammu and Kashmir Accountability Commission Act, 2002. SAC has powers to inquire into the grievances and allegations against public functionaries including Chief Minis-ter/Cabinet Ministers and for matters connected therewith. Section 3 of the act says that the commission shall consist of a chairperson who has been a Judge of the Supreme Court or a Judge of any High Court and two other members.
