Srinagar: The Central University of Kashmir established almost six years ago under the Central University Act 2009 has been functioning without a permanent vice-chancellor in place.
A lot of dilly-dallying has been happening with regard to the appointment of a VC and instead, by virtue of a provisional arrangement, the Dean, School of Legal Studies, has been allowed to carry on as a nominal head with no executive authority.
According to the Act, the Central University of Jammu and Kashmir had come into being in 2009, however, giving in to the demands after protests broke out in Jammu, the authorities at the Centre decided to bifurcate the University and hence, two separate central universities for Jammu and Kashmir were formed.
The University at Jammu was approved to be set up at Samba and a fully functional campus has been made operational at the proposed location, besides a permanent vice-chancellor in place. However, its counterpart in Kashmir presents a totally opposite picture. The construction work of the University at Ganderbal is yet to kick start. The university operates from many rented accommodations in and around Srinagar. A lot of lobbying is reportedly happening to have the top slot filled in favour of some blue-eyed kin of a politician.
Sources close to Kashmir Observer reveal that a person enlisted by the panel for selection of VC for University of Kashmir is lobbying hard in Delhi to get the top slot in his favour. However, insiders in the University are of the view that the procedure of appointment of VC is already late hampering the smooth conduct of the varsity affairs. The current acting VC fits to the top job and his regular selection would see the Varsity progress by leaps and bounds, they say.
At present the University administration functions from a lowly rented accommodation at Sonwar, Srinagar. The teaching wing of the University is scattered at various places in and around Srinagar. However the administration is making efforts to establish it at a single campus in and around Ganderbal.
The University intends to launch more courses as there is already a huge dearth of seats available for the study of various postgraduate courses and above level.
