Srinagar- A man was arrested on charges of meting out cruelty to a stray dog by tying it to his two-wheeler and dragging it down the road here Wednesday.
The accused was arrested after video of the incident, in which the dog while being tied to a two-wheeler (scooty) with a rope was dragged down along the Foreshore Road in Srinagar, went viral on social media sites, evoking sharp criticism by netizens.
Srinagar police in a tweet said, “there is a viral video wherein a bike rider had tied a dog & was dragging this dog. FIR 31/2023 u/s 429 IPC & sec 11 of prevention of cruelty to animals act was registered at Nishat police station.Accused Ab Rashid Dar S/o Gh Rasool Dar of Gaw Marg Shalimar arrested. Scooty also seized”
Witnesses told Kashmir Observer, that the dog was rescued by onlookers, who then caught hold of the accused and alerted the police to the abuse the mute animal had suffered.
After receiving information about the incident, they claimed, the police immediately arrived at the spot and arrested the accused.
The accused, who has been identified as Abdul Rashid Dar of Gaw Marg Shalimar has been detained at police station Nishat while the scooty to which the dog was tied has also been seized.
A formal case under FIR 31 of 2023 under sections 429 of Indian Penal Code (IPC) and 11 of Prevention of Cruelty to Animals Act was registered at police station Nishat.
A police official, while confirming the incident, told Kashmir Observer that the accused has been arrested under relevant sections of Prevention of Cruelty to Animals and his two-wheeler (scooty), which was used for the commission of crime, has also been seized and investigation set into motion.
