Will try to do away with the additional charge syndrome . Fate of Qasba, Tariq, Tallat hangs in balance
SRINAGAR: A major reshuffle in civil and police administration, first after new govt was formed, is likely to get nod at the cabinet meet scheduled here in the afternoon Monday (today).
While the much awaited reshuffle is likely to see the adjustment of three top IAS officers repatriated from the central deputation recently as administrative secretaries of some departments, the fate of three top officials Dr G.N. Qasba, Tariq Ali Mir and Talat Parvez posted with the General Administration Department by Mufti Government recently are unlikely to be touched and as such will have to wait for their postings for some more time.
Top sources while disclosing this revealed that while Principle Secretary to Chief Minister B.B. Vyas and Financial Commissioner Planning & Development Department are likely to be relieved of the additional charges of Finance and Home departments, the axe is likely to fall on Divisional Commissioner Kashmir Syed Ganzafar Hussain on charges of poor showing as divisional head of the administration in Kashmir division. Sources said that speculation in secretariat corridors was rife about the appointment of Divisional Commissioner Kashmir Gazanfar Hussain as Commissioner Secretary General Administration Department.
As the Central government has recently repatriated three top officials including Dheeraj Gupta, Advisor in Planning Commission, Navin Kumar Chaudhary, Joint Secretary Department of Defense and R K Goyal, Joint Secretary in Department of Electronics and Telecommunication, Government of India, the state government according to insiders in the General Administration Department has put on agenda a proposal for their appointment as administrative secretaries of three different department.
Sources further said that keeping in view the superannuation of Secretary Rural Development, Shafat Noor Barlas, by the month end the government has also put on agenda the appointment of senior IAS officer as Secretary Rural Development. It is in place to mention here that the positions of vice chairman Era (Economic Reconstruction Agency) is held by financial commissioner planning and development department B R Sharma at the post of managing director state power Development Corporation has also fallen vacant.
Lately Hirdesh Kumar the former commissioner secretary school education department has returned to the state after availing study leave in united state of America and he is likely to be adjusted in the Mondays proposal reshuffle of the state administration. The all important decision of the state cabinet in Mondays cabinet meeting would be the appointment of new Chief Electoral Officer (CEO) for the state as the outgoing Chief Electoral Officer Umang Narulla has been sent on central deputation to Government of India.
Insiders in the General Administration Department (GAD) also disclosed that the three top officials of the government Dr G.N.Qasba former Commissioner Srinagar Municipal Corporation, Tariq Ali Mir former Director School Education Kashmir and Talat Parvez former Deputy Commissioner Baramulla are unlikely to be given new postings and as such will have to wait for some more time for their proper adjustment in the government. It is in place to mention here that while the Director Law Enforcement holds the charge of Director Agriculture Kashmir the Secretary Srinagar Municipal Corporation is holding the additional charge of all important position of Joint Commissioner (Administration) in the Srinagar Municipal Corporation. As the government does not find any departmental officer eligible for appointment as Director Agriculture Kashmir the government is yet again finding no other option but appointment any senior scale KAS officer as Director Agriculture Kashmir. Sources also said that as Director Hospitality and Protocol is holding the charge of Director Handicrafts the government is mulling the appointment of a fully fledged Director Handicrafts in Mondays cabinet meeting.
The state cabinet is likely to touch appointment some IPS officers repatriated by the central government recently. Those repatriated by the central government and waiting adjustment are Additional Director General (ADG) rank officers, S K Mishra and L Mohanty and Deputy Inspector General of police, Viplav Kumar, presently attached with the police headquarters. Due to the dearth of the officers of the state additional charge syndrome has been a routine so far. However the cabinet will try to minimize the additional charge syndrome keeping in view the in position officers. (KNS)
