Srinagar: Chairman Hurriyat Conference JK, Shabir Ahmed Shah said that it is an another attempt to change the demography of the State. The move to permit Educational Institution heads to award Permanent Resident Certificates (PRCs) is a sinister plan under which the wards of non-state subjects present in Jammu Division would be made the subjects of India. We are studying this development closely and will take take a decision to counter this move, that is sponsored by BJP, Shah said adding that so far 500 state subject certificates have already been issued in Jammu.
Shabir Ahmed Shah claimed that from past 68 years, half a million outsiders in Jammu have been awarded PRCs illegally. We may not feel the impact of BJP plan this time, but after a decade or two, Hindu majority in Jammu will outnumber the Muslim population of Kashmir. It is a serious issue and we will oppose it tooth and nail, Shah said.
National Front Chairman Nayeem Ahmed Khan said that India will have to face a strong reaction from Kashmiri people if government did not revoke this order. RSS has already made a plan to change the demography of Jammu Kashmir. In the name of making the procedure easy how can you issue state subject certificates at school level in Jammu. This law was passed in 1927 and we will not allow BJP and its allies to change it, he said.
Amir Jamat-e-Islami Muhammad Abdullah Wani told CNS that it depicts RSS mindset and the move could stir an agitation in Kashmir Valley. In fact, the attempt to issued state subject certificates at school level is a move that seems fishy. We fail to understand why India is adamant to settle refugees in Jammu and Kashmir only when it has more than 20 other states, he said.
Jammu Kashmir Mahaz-e-Azadi patron Muhammad Azam Inqalabi said that India has prepared different policies and plans for Kashmir and it not only wants to suppress the Freedom struggle ruthlessly but also wants to change the demographic character of the state. India should bear this in mind that it will not succeed in its criminal plans, he said.
Hakim Muhammad Yasin, MLA Khansahab reiterated that BJP in its election manifesto had promised to border residents and West Pakistan Hindu refugees that it will grant them state subject rights, the move that was resented by the people of Kashmir. When BJP failed in its designs, it has come up with a new plan and have now started issuing PRCs at school level especially in Jammu Division. This is an attempt to change the demography of the state. We should keep this fact in mind that there are numerous illegal colonies in Jammu where non-state subjects reside. Besides, there are thousands of non-subjects who work as traders, laborers, and businessmen in Jammu and there is quite possibility that the children of these people will get PRCs and after a decade or a two, the State will witness a major shift in demographic character, he said.
Civil Society member Shakil Qalandar said that the new order should be revoked as some non-state subjects can take undue advantage of this order. He said one fails to understand why earlier process was abandoned without taking people into confidence. It is a sensitive issue for the people of Kashmir and they have right to know why this order was issued without the knowledge of people of Kashmir, he said.
Another Civil Society member who wished not to be named said that a Minister cant overwrite the law and issue such an order. We are looking at this and will chalk a strategy to counter it, he said.
Meanwhile, MLA Langate Engineer Rashid blasted the State Government Decision of providing State Subject certificates to Children in Schools as a ploy to destroy aboriginality and genuine interests of people of Kashmir.
In a statement, Rashid Stated that,” when State Subject Certificates will be distributed via schools it actually entails providing State Subject certificates to children of refugees and tenants as school authorities cannot discriminate among children. How can school management verify about the particulars of every student when they dont have any revenue record and other relevant documents available with them. Government must explain the fun and objective behind the idea and one has every reason to believe that the decision is to ensure that the children of West Pakistani Hindu Refugees and those of thousands of non state subjects residing in different parts of the state especially Jammu do get the citizenship rights, he said.
Rashid said that Government should not forget that there are thousands of school children hailing from different parts of the country studying in Jammu and Srinagar Cities, as their parents are either working here as labourers or doing some other business. The proposal seems to be a well thought plan drafted in Nagpur and approved in South Block. Natives are being turned into refugees by PDP-BJP Government while as refugees are being turned into natives which sums up the sorry state of affairs.”
Pertinently, a few days back, BJP leader and Minister of State for Revenue Sunil Kumar Sharma during his visit to Katra had said that the government has taken up a project to issue Permanent Resident Certificate and caste certificates at the school level. The Minister had added that the government have started the project in Kishtwar district on a trial basis in 17 Schools and have issued over 500 certificates so far.
