THIS refers to the article titled ‘The A Tale of Forlorn Garbage Bins‘ by Dr Raja Muzaffar published in Kashmir Observer on Nov 21st 2022. This piece explains the mismanagement and misgovernance on part of Govt machinery to implement the rural waste management programme under Swachh Bharat Mission Grameen. The article also highlights how govt officers are bypassing the role of Panchayati Raj Institutions in implementing this programme. The letter written by Chairman District Development Council Budgam to Secretary Drinking Water & Sanitation Govt of India makes it clear that State Mission Directorate of SBM Grameen / Department of Rural Sanitation are not taking into confidence District Development Council Chairpersons who are technically the head of District Swachh Bharat Mission. The Rural Development Department before installing the Trash Bins in villages should have decided where to unload the waste once these bins get filled ? This is not rocket science and even a layman can think about it. I request Lt Governor and Chief Secretary to take serious notice of it. The Chairpersons and Members of DDCs should be fully sensitized about Rural Waste management programmes and updated about their role as well. The Govt officials should not bypass these elected representatives which violates the essence of Panchayati Raj system of governance.
