Srinagar- As many as 289 cases were registered in J&K under the Unlawful Activities (Prevention) Act (UAPA) in 2021 against the previous year’s 287, reveals the latest report by National Crime Records Bureau (NCRB).
As per NCRB’s Crime in India 2021 report, out of the total 814 UAPA cases registered in India in 2021, J&K’s 287 cases were the highest number of UAPA cases registered in any state or Union territory under the ‘special and local laws’ in the country.
The data has also brought into the fore that the Union Territory of J&K is followed by Manipur with 157 UAPA cases, 95 in Assam, 86 in Jharkhand and 83 in Uttar Pradesh. As per the data, 20 states and Union territories have recorded zero cases of UAPA, including Chandigarh, Maharashtra and Ladakh.
In 2019, 255 cases were registered under the Unlawful Activities (Prevention) Act-1967 in Jammu & Kashmir.
It is pertinent to mention here that in Jammu and Kashmir, the number of people arrested under UAPA has shown an increase from 2019 to 2021.
Besides the rising cases of crime against state, a notable increase in drug abuse in J&K is also quite evident with the erstwhile state recording an addition of over 35 percent in NDPS cases.
The NCRB data further noted that in 2021, as many as 1681 cases were registered under the NDPS, 1985. Out of these, 357 cases were those where the convict was found to be in possession of drugs for personal use or consumption and 1324 cases were those where the convicts were found to be in possession of drugs for Trafficking. The report has also observed that 2399 cases were registered under Liquor & Narcotic Drugs – Related Acts in J&K in 2021.
Pertinently, in 2020, J&K had registered 1222 cases under the NDPS, 1985 act.
Out of these, 289 cases were those where the convict was found to be in possession of drugs for personal use or consumption and 933 cases were those where the convicts were found to be in possession of drugs for Trafficking. The report had also observed that there were only 1910 cases registered under Liquor & Narcotic Drugs – Related Acts in J&K in 2020.
Besides that, the report has observed that J&K has registered 9 cases of Cyber Crimes/Information Technology Act (Women Centric Crimes only) out of which 7 cases were registered under the Publishing or Transmitting of Sexually Explicit Material (Sec. 67A/67B (Girls) IT Act) and 2 cases were under the Other Women Centric Cyber Crimes (Ex. Blackmailing/ Defamation/Morphing/Fake Profile) category.
The data has also revealed that in 2021, there were 3 cases of human trafficking registered U/S 370 in J&K and 142 cases of abduction under Sec.365, 367, 368 and 369.
The data has also revealed that there were 315 cases registered for rape (Sec.376 IPC), 14 cases of attempt to commit rape (Sec.376/511 IPC) and 9891 offences affecting the human body in J&K.
“Violent crimes increased across India in 2021, after a decrease in these major offenses in 2020 due to pandemic-related restrictions. Most of the violent crimes include murder, dowry death, grievous hurt, kidnapping and crimes against children, rape and others,” says NCRB.
Similarly, J&K has also recorded the maximum rioting cases among the eight union territories, NCRB observed. The Union Territory has registered 751 cases of rioting under IPC sections 147 and 151 in 2021 involving 838 persons.
The data showed that of the total rioting cases, 136 were filed for attacks on cops or government servants involving 176 persons, 107 for other acts, 346 in land and property disputes and 29 of offenses promoting enmity between different groups.
In 2021, J&K also saw 300 cases of ‘related acts’ of ‘offenses against the state’ besides 781 cases of offenses against public tranquility involving 867 persons.
