Deadline ends tomorrow; PDP says ‘CMP to our satisfaction’
SRINAGAR: After two months of talks between the BJP and PDP to thrash out a Common Minimum Programme (CMP), sources in both the parties confirmed Saturday that the two have finalised the deal and will soon form the government with Mufti Mohammad Sayeed as chief minister for full six year term.
“Yes, main agreement has been reached on the draft of the CMP on contentious issues like Article 370, armed forces special powers act (AFSPA) and the plight of West Pakistan refugees,” a party source told the Kashmir Observer.
“It has been agreed that without any written reference to it, both the parties would respect the wishes of the people of the state in consonance with the constitution of the country with regard to article 370.”
As per the agreement, PDP patron Mufti Mohammad Sayeed will be the chief minister for the full six years.
The PDP has softened its stance on the Armed Forces (Special Powers) Act; there will be no timeline on AFSPA revocation. There will also be no direct reference to Article 370 – the law that grants special autonomous status to J&K.
The CMP will also be made public before government formation, sources said.
Sources further said that only a nuanced mention of Kashmir’s constitutional position will be made.
A PDP leader privy to negotiations said: the CMP is to our satisfaction.
The deadline for government formation in Jammu and Kashmir is 23 February.
He said that the official announcement about the alliance would be made as early as Sunday February 22 and the final draft of CMP would be made public in next few days.
Mufti Sayeed, who returned to Jammu on Friday after spending a week in Mumbai, is likely to meet Prime Minister Modi in next few days and the new government will be in place before the end of this month, he said.
