Srinagar: With deadlock continuing over government formation in Jammu and Kashmir it seems that the officials in civil secretariat, the highest seat of power in Jammu and Kashmir are in no mood to solve the problems of general public, thus causing great hardships among them.
Though the secretaries have been given the ministerial powers by the Governor N.N Vohara after governor rule was imposed in Jammu and Kashmir last month, but instead of using their powers to serve the people, they ask people to visit only after the government formation.
I am a government employee and came here to meet one of the higher officials in revenue department for the approval of my file but I was surprised when he asked me to visit him only after the government formation, Mohmad Shafi Mir who is working in one the government departments in Jammu toldKNS.
The approach of the officials seems as if they are not interested to solve the problems of common people. I came here to meet Commissioner Secretary Power regarding my SRO file which is pending from last one year. Though I somehow managed to meet him after three days and apprised him about my problem but of solving my problem asked me to come only after government formation, Moin Ahmad who came here from Kupwara told KNS.
Another visitor Mohmad Waseem of SaidaKadal Ranawari Srinagar who came here to meet SecretaryTransport said, I came here to meet to apprise him about my problem. This is my fifth visit since last five days but every time his Private section asked me that Sahab cannot meet him as he is busy in the meeting. They have forgotten that they are there for general public, he said
He further said that I am doing Private Job and getting salary of just ten thousand. How can I manage to come here again? Nobody is here to listen to our problems, he said and added that if God forbid governor rule will continue for more time then where the common man will go.
When in this regard KNS tried to contact Chief Secretary Mohamad Iqbal Khanday he was not available for the comments.
It is to mention here that Jammu and Kashmir Governor N N Vohra on 13 January delegated ministerial powers to Chief Secretary Iqbal Khanday and secretaries of various departments in the wake of the administrative functioning in the state coming to a grinding halt due the impasse over government formation.
As per the notification which had earlier issued by the Governor, the administrative secretaries of all departments can exercise the powers of ministers in respect of administrative and financial matters of their departments.
The Special powers were also conferred on the Principal Secretary – Planning and Development, Principal Secretary Finance and some other departments to ensure speedy disposal of department specific issues.KNS
