Srinagar: The Centre For Human Development (CHD) on Thursday said the authorities in Jammu and Kashmir (J&K) must punish the perpetrator involved in an acid attack against a college student in Srinagar. The authorities must also clamp down the sale of acid as per the law and also order an immediate compensation to the victim.
CHD said that from past few years there is an increase in the rate of acid attacks in J&K. Most of the reasons are specifically related to gender. Most of the reported acid attacks have been committed on women, particularly young women for spurning suitors, for rejecting proposals of marriage, for denying dowry etc. Acid attacks on women are a systemic form of gendered sexual violence. These attacks are used as a weapon to silence and control women by destroying what is constructed as the primary constituent of her identity, i.e., her body.
Though there is a development in law in respect to the acid attacks but the situation on ground has not been changed. On 02 April, 2013, there were certain amendments made in the Indian Penal Code. The amendment resulted in insertion of sections 326A and 326B for specifically dealing with acid violence. There must be effective implementation of the law in J&K.
Similarly, the Guidelines directed by the Supreme Court in 2013 relating to Poison Act, 1919 were not followed by the state.
Centre for Human Development (CHD) urges that the upcoming government in J&K must follow the guidelines of the Supreme Court and make necessary and required amendments in the law.
