SRINAGAR: A petition was submitted before the High Court here on Monday, praying that several key offices be retained in Srinagar after the formal announcement of Darbar Move in view of the recent catastrophic floods witnessed in Kashmir valley.
Petition submitted by a non- government organization (NGO) before the High Court here has stated that as per the age old traditions, annual Darbar Move from Srinagar to Jammu is approaching and the respondent state can issue orders any time from now. The petitioner has stated that the submission is not in any way averse to annual darbar move nor would seek any relief from the court which would in any manner involve any political ramification.
The petition, according to the KNS, reads that after the commencement of Darbar Move, members of the state bureaucracy shuttles to Jammu and Valley based people continue to voice their grievances and no one is found available to take care of their day to day issues. The valley people are left at the mercy of the divisional commissioner who passes buck to the higher authorities- camping in Jammu. In the so called winter secretariat ministers come on rotation basis but do not take care of the issues and usually express helplessness as whole government perfernelia camps at Jammu, reads the petition.
It states further that relief and rehabilitation work is required to be taken up on war footing because of fast approaching winter season and in case any kind of lapse at any level is exhibited, large scale hue and cry would emerge resulting in chaos and confusion.
The petitioner also sought the judicial intervention in the matter and prays that the state of Jammu and Kashmir be commanded to retain various key administrative offices headed by the chief secretary and secretaries to the government in civil secretariat Srinagar and also a single window system is created to initiate the relief and rehabilitation process.
Petition stated further that Commissioner secretary finance, Commissioner secretary revenue/ relief and rehabilitation, Commissioner secretary health department, Commissioner secretary Social welfare, Commissioner secretary PWD, PHE, I&FC, Commissioner secretary Power department, Commissioner secretary CAPD and various other offices be retained in Srinagar Secretariat so that relief and rehabilitation process could be initiated sans any hurdles and delays.
