Srinagar, Sep 30: Stressing on the inclusion of the genuine Kashmiri leadership in talks to resolve the Kashmir issue, the chairman of the Hurriyat (M), Mirwaiz Umer Farooq, on Sunday urged the OIC to play an effective role in ensuring the backing of international powers and political forces for a time-bound dialogue process.
In New York to speak to the OIC foreign ministers conference at the UN headquarters, the Mirwaiz warned that leaving Kashmir unresolved or further delay in a settlement could prove extremely dangerous and urged global leaders to convince New Delhi to accept third-party involvement in the process.
It is difficult to say whether the bilateral process between India and Pakistan over Kashmir will yield any results or lead to a lasting solution, the Mirwaiz told the Conference.
Resolving Kashmir requires calibre, sagacity and, above all, political will, he said. The victims of the Kashmir issue expect good will from all peoples of the world who respect peace and believe in law and humanity.
The talks for resolution should be time-bound and held at every level, and should have the backing of world powers and international political forces, he said.
The OIC can play a strong and effective role in this regard, he said.
All governments who believe in resolving issues peacefully should try their utmost to play a strong and effective role in this context and not to let inevitable difficulties obstruct the process, he said.
Including the true representatives of the Kashmiri people in the process is highly imperative, he said. This depends on the honesty, positive approach and skill of both India and Pakistan.
The ongoing dialogue process between the two countries requires the endorsement of the Kashmiris, but this is only possible when draconian laws are withdrawn, all political detainees released unconditionally, and the troops sent back to the barracks to gain the confidence of the Kashmiri people.
India will have to be convinced that external involvement is imperative in facilitating the resolution of the oldest issue on the UN agenda, he said. New Delhi has so far refused to accept an OIC fact-finding mission to Kashmir.
The other steps required to be taken urgently regarding the brazen abuse of human rights are addressing the unmarked graves issue and custodial killings, he said.
Human rights violations and the dialogue process cannot go together, he said. The people of Kashmir desire peace, dignity and justice.
