Srinagar: Traffic Department’s drive to seize vehicles with outside J&K registration numbers has sparked outrage among the local residents.
On Monday, the department seized 137 vehicles outside Jammu and Kashmir registration numbers in the valley.
A resident of Downtown in Srinagar said that his vehicle was seized despite all the documents. However, his vehicle wore a non-J&K registration number.
The resident said that he was shocked when all of a sudden his vehicle, with a New Delhi registration number, was seized by police.
He said though he had all the documents including NOC, driving license, and registration certificate, he was asked to leave without his vehicle.
A delhi based Kashmiri businessman said that his vehicle was also seized in Srinagar. He said he resides in New Delhi and has his vehicle registered in NCR. He said he is being asked to get the vehicle registered in Kashmir by paying nine percent tax.
Kashmir is a huge market for second-hand vehicles. Previously no such vehicles were seized.
A Regional Transport Office official said that they are seizing the vehicles in accordance with the Motor vehicle Act.
He said the rule is being implemented in all the states.
“As per the Motor vehicle Act, a person has to get NOC while purchasing a vehicle from an outsider. We have not issued any order, but we appeal people to get NOC for such vehicles as per the law,” he said.
The official said the process is important for ensuring the implementation of traffic rules in the valley. “Recently one of our officials was hit by a moving vehicle with an outside J&K registration number. Soon after accessing the details of the vehicle from the CCTV, we caught the driver. But how can an ordinary person catch the driver when the vehicle has outside J&K registration number,” he said.
According to a circular issued by the Regional Transport Office, Kashmir, all vehicle owners who have purchased their vehicle bearing outside registration mark have to apply for a new registration mark as per the provision of section 47/50 of Motor vehicle act 1988 red with 54 of central Motor Vehicle Rules 1988 with the proscribed period.
“The owners of such vehicles have been asked to submit the relevant documents of their vehicle to the transport office within a period of 15 days of the circular failing which action warranted shall be initiated against them.”
