Srinagar: Jammu & Kashmir RTI Movement on Wednesday alleged large-scale bungling in the centrally sponsored Pradhan Mantri Awas Yojna (PMAY) housing scheme for homeless and demanded a CBI probe to identify the touts who are preventing the funds from reaching the real beneficiaries.
In a statement issued here on Wednesday, Chairman RTI Movement, Dr. Raja Muzaffar said that national flagship scheme PMAY earlier known as Indira Awas Yojna (IAY) continues to be mismanaged. He said that PMAY Rural and Urban both are not implemented transparently and an urgent probe is needed to identify the beneficiaries who have been allotted the money during the last 15 years.
“The IAY scheme applicable until 2015 there used to be huge corruption and not even 50 % of houses were constructed on the ground especially in districts of Kishtwar, Doda, Budgam, and Kupwara. The corruption has not ended which makes poor and genuine people suffer. In the last 4 years, the money under PMAY Rural has not been disbursed by Govt and people are waiting eagerly,” Muzaffar said.
Divulging further details, Muzaffar said that he has been using RTI to get the beneficiary lists of IAY in past and from 2010 onwards he has exposed several illegal beneficiaries in many blocks of Budgam districts.
“In one case a Sarpanch had provided this money to his 27 close relatives, some money was recovered as well after our intervention. After many years Govt has failed to ensure transparency under this scheme. We appeal Lt Governor to get the matter probed through CBI from 2005 till date as majority of the structures shown to have been constructed do not exist on the ground,” he said.
Muzaffar further said that poor and homeless continue to suffer and many live either in tin sheds or are forced to live in rented rooms.
“Under PMAY Urban or Integrated Housing and Slum Development Programme (IHSDP) scheme as well the money has not reached the real beneficiaries as officials of Urban local bodies have embezzled the money in many towns. We want CBI probe to be initiated soon” he added
