It is a common allegation that the commissions are often proving rehabilitation centers for retired officers. But we have to make use of the people only from the lots available with us. Ofcourse apparently an easier choice for filling such positions could lie more in experienced retired persons and good people (though less) are still there.
In a democracy the people to manage/plan the resources / systems are drawn out from the same society. But the most important terms of their service are (i) This public servant is also given authority to govern the employer,The public (ii) the public servant, would be paid a compensation (commonly understood as salary) for the services from the common exchequer (as the society could afford) and (iii) choice rests with the individual whether to take up or not the public servant job. Most important tool that the public servants are given by society is the authority to govern even the employer the same ,publicand exercise authority over the, wrong doers. Just imagine what relatively small salary that CBI officer must have been getting who could summon and question Anil Ambani in connection with 2G Scam? Would the salary of CBI officer be any where near to what Anil Ambani may be paying to even his simple manager? No surely not. Government servant has to be treated differently. But it is also a fact that now the conditions have gone so bad that may be need has come to even suspend some basic rights and security to government servants.
No doubt the government servants must be questioned and asked to pay heavily for their follies. But simultaneously a government servant has to be ensured honorable security of his service as well as ones family so that one could stand against (i) unfair monetary allurements, (ii) economic handicaps for honestly meeting the emergency needs of his family and (iii) above all standing against the likes of political bosses that have otherwise resulted in INR 176000 Cr 2G and INR 186000 Cr Coalgate scams. The civil servants have been provided near ultimate job security through constitutional provisions. It was done so for saving him from undue pressures of political masters, criminals, economic offenders etc. The government servants in principle were debarred from doing any trading / business for their person so that they may not themselves commit economic / criminal offences. They were in return covered with a provision of retirement pensionand protections against undue pressures from superiors / political master.
These days both the common Indian citizen and the public servant do not appear that serious about their rights and duties. Government of India has discontinued pension wef 2004 and J&K government has done so wef 2010. This action of the government is not correct. A message that emerges from such actions of the government is that these days even the academicians appear to have
forgotten the real meaning of government servant It could also be said that even the most superior service class (IAS) too has not held to the concept of public services otherwise atleast the officers from this class would have surely suggested to political bosses not to discontinue pension.
Some say the pension has been replaced by Employees Contributory Provident Fund. They are wrong, CPF can not balance the pension.There are many retired government employees who are today getting pension more than the pay they were getting on the date of retirement.The commitment levels have already fallen and with social security like retirement pension with drawn the new entrants in government services would not find any thing special in their duties and placement. The provision of pension and job security surely provides enough strength to government servant to stand against challenges since over the long service career he has to stand against many odds like undue pressures of the politicians / superiors and financial allurements.
It appears that still it is only the politician who is atleast very vigilant about securing the vote bank. The pension has still been kept for the defence personnel, one would ask, if not for
others, why this exception? The politicians see a very large vote bank in the ex service men. The political bosses have to be forced to make choice out of the real good and not those could
win material favours for them.
