The tragic loss of lives, including security personnel and civilians, highlights the urgency to adopt measures, both security and political, that ensure a durable peace in the region.
Firstly, combating militancy demands a concerted effort on multiple fronts. Strengthening counter-terrorism operations, as highlighted by Union Home Minister Amit Shah, in Tuesday’s meeting. This necessitates enhancing the capabilities of security agencies and ensuring coordination among them. The review of the area domination plan will entail concentration of troops in areas affected by militancy.
However, a sustainable solution goes beyond military strategies. Addressing the disillusionment and alienation among segments of the population is crucial. This involves socio-economic development initiatives that empower local communities, offering them opportunities for growth and progress. Investing in education, skill development, and job creation can significantly help ameliorate the situation.
Simultaneously, ensuring transparency and accountability in security operations is imperative to maintain public trust. Instances of alleged civilian casualties or human rights violations must be thoroughly investigated, as the recent incident in Poonch underlines. The administration was quick to reach out to the families of the three civilians who allegedly lost their lives in Army custody and institute probe. Upholding the rule of law and respecting human rights not only upholds ethical standards but also strengthens the credibility of security forces.
Moreover, constructive dialogue with stakeholders, including regional leaders, community representatives, and youth, is instrumental in addressing grievances and channeling aspirations through democratic means. This inclusive approach acknowledges the diversity of perspectives within the region and aims to find common ground for reconciliation.
The withdrawal of Article 370 in 2019 was a significant policy decision of the union government. However, the journey toward stability demands a comprehensive approach that amalgamates security measures with inclusive governance and socio-economic progress. The commitment to addressing the complex challenges in Jammu and Kashmir requires a cohesive and sustained approach, transcending short-term remedies to pave the way for a peaceful and prosperous future for the region.
While the Valley has come a long way over the last four years, much work remains to be done. As things stand, security forces have done their job to usher in the prevailing calm by reigning in the militancy. It is time that politics and political outreach moves to the foreground and gives people a sense of involvement in the decisions affecting them. This alone can give them a stake in Naya Kashmir.
