Srinagar- The sleuths of Crime Branch Srinagar have arrested a notorious fraudster, who had duped job seekers within the Kashmir Valley and outside with a whopping amount of over Rs 5 million.
Manzoor Hussain Qadri of Poshwani village in Pattan was arrested by the sleuths of Police Station Special Crime Wing on Friday from Sanatnagar area of the city, an official spokesperson said. He said a special team, which had been assiduously working on tracing the conman, succeeded in apprehending him.
The accused, he said, is a habitual offender, and was wanted in multiple cases of cheating and fraud and had been evading his arrest.
Giving details about Qadri’s modus operandi, the spokesperson said that he used to lure gullible youth from various areas by promising to provide or manage government jobs for them. In exchange, he said, the accused would extort huge amounts from them by deceitful means, thus indulging in cheating as well as other crimes.
“He always looked for ways to mint money by illegal means and had caused huge losses to the victims,” the spokesperson said, adding that the accused has a history of criminal charges under various Case FIRs pending against him.
Divulging more details about the cases, he said, Qadri faces an FIR No. 36/2014 U/S 420,468,120-B RPC of P/S CBK, for his involvement in grabbing an amount of Rs 23 lakh from the complainants on the pretext of engaging various people of Jammu and Poonch in government jobs and giving them fake appointment orders.
The investigation, he said, in the case is under progress.
In another case, FIR No. 65/2016 u/s 420, 468, 109 RPC of P/S CBK, the spokesperson said, the accused is involved in providing appointment orders in respect of some candidates, which were later on found to be fake and forged. This case too, he said, is being investigated.
Similarly, in case FIR No. 05/2017 U/S 419, 420, 468, 471, 34 RPC P/S CBK, he said, the accused was found involved in issuance of a fake and forged appointment order bearing NO. 511 of FD/2013 dated 17.03.2013 of Forest Department, purported to have been issued by Commissioner Secretary Forests Civil Secretariat, Srinagar.
“The investigation of the instant case has been closed as proved and the charge sheet therefore presented before the court of Special Mobile Magistrate 13th Finance Srinagar, on 30.06.2022 against him,” he said.
“In case FIR No. 42/2023 u/s 420,468 RPC of P/S EOW, the accused is involved in providing a fake appointment order bearing No: 741 dated 23.06.2012 and a fake Departmental Identity Card to the complainant for an amount of Rs. 2.15 lakh. The investigation in the said case is under progress,” he added.
In two more cases FIR No. 51/2023 and 52/2023 registered under sections 420,468, 471 RPC of police station economic offence wing (EOW), the spokesperson said, Qadri cheated the complainants for an amount of Rs 15 lakh on the promise of providing them with government jobs and instead provided them with fake appointment orders of Agriculture Department and Forest Department.
Besides, he also cheated the complainant by promising him that he would manage to get his sons appointed in the Forest Department for which the complainant gave an amount of Rs 14.50 lakh to the accused, which was grabbed.
Both the cases are currently under investigation.
“The accused has been lodged at Central Jail Kot Bhalwal Jammu under PSA, in compliance to PSA detention warrant issued by District Magistrate Srinagar,” the spokesperson added.
