Fee Fixation Committee Seeks Personal Appearance Of School Higher-Ups

Srinagar- In what could be described as a sorry state of affairs, a three year-old-girl was denied admission by a private school in north Kashmir’s Baramulla district, after her parents refused to pay capitation fee, citing repeated orders and warnings by the department of education.
3-years old Umaimah Siraj daughter of Siraj-ud-Din Salam of Kanispora Baramulla, according to her parents, successfully qualified the interview on 15th of last month and was asked to purchase books and uniform from a particular shop in Baramulla.
Salam said after purchasing a uniform and books, he was asked to send her daughter to the school, however was shocked when asked to deposit Rs 35,000 as capitation fee to enroll his daughter in Auqaf Islamia and Muslim Educational Foundation administered Baramulla Public School.
“I was astonished, rather shocked after the school administration asked me to deposit a capitation fee of Rs 35,000 to enroll my daughter in the school. But when I refused to pay the capitation fee, my daughter was not allowed to sit in the classroom the next day, forcing me to approach the CEO of the district,” Salam told Kashmir Observer.
“The cashier wanted me to pay Rs 35000 Capitation fees. I would have not hesitated to pay it as all schools charge the same. I got agitated when they asked to pay the amount in cash and were not giving receipt of this fees,” he added
Salam said the CEO concerned instantly called the Vice Principal of the school and rebuked her for forcing parents to pay capitation fee and denying them from attending classes for refusing their illegal demand.
The aggrieved parent said the Vice Principal of the school under immense pressure from the concerned, called him next day and insisted him to send her daughter to the school.
“Unfortunately, my 3 –years-old daughter was again denied entry to the classroom for failing to deposit the capitation fee. I then approached the concerned police and other higher-ups of the district administration for redressal of my grievances,” he added.
He said the matter has been taken up with the police and district administration; however the school administration has failed to clear its position before the Committee for Fixation and Regulation of Fee of Private Schools, J&K .
FRCS in its order has asked Baramulla Public School administration to clear its position before the committee, failing which action warranted under law will be initiated against the school.
“In the interest of justice, another chance is granted to the school authorities to appear before this committee. In case you fail to appear before this committee, it will be presumed that the school authorities have nothing to say in their defense and orders in accordance with law will be passed,” reads FRCS order.
