Srinagar- The Health and Medical Education Department of Jammu and Kashmir government has once again sought an explanation from the Director of Health Services Kashmir (DHSK) after an under-suspension doctor was transferred from one district to another.
The explanation comes just two weeks after the department ordered an inquiry into the alleged violation of government rules and regulations by the Director.
The Director has allegedly delegated financial powers to Chief Medical Officers (CMOs) in contradiction to the established protocols. The government has appointed Director Medical Supplies Corporation limited Pankaj Gupta as inquiry officer and directed him to submit a report within 20 days.
According to a fresh order, a copy of which lies with Kashmir Observer, the department has asked the Director Health to explain as to why the name of Dr. Arshad Hussain Wani, Medical Officer was incorporated in the proposal while submitting it to the Administrative Department when the latter was under suspension.
Notably, the department has suspended Dr Arshad Ahmad Wani, Medical Officer, SDH Kokernag in the month of February this year.
“Pending inquiry into his conduct in terms of Rule 31 of Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, Dr. Arshad Ahmad Wani, Medical Officer, SDH Kokernag, Anantnag is deemed to have been placed under suspension with effect from 16.02.2023”, reads the suspension order issued by the H&ME department.
An order issued by Bhupinder Kumar, Secretary to the Government Health and Medical Education Department reads, “It is, hereby, ordered that the details/particulars of Dr. Arshad Hussain Wani, Medical Officer indicated at S. No. 52 in Government Order No. 367-JK(HME) of 2023 dated 29.04.2023 issued by the Health & Medical Education Department vide endorsement No. HD-GazOGen/420/2023-02 shall and shall always be deemed to have been deleted ab-into from the purview of aforesaid government Order,”
Last month in a government order no 367-JK (HME) as many as 119 Medical Officers were transferred across Jammu and Kashmir. However, serial number 52 was an under-suspension medical officer who was transferred from Sub District Hospital Kokernag to NTPHC Shiendra, Poonch. “The concerned doctor (under suspension) shall remain attached to the Directorate of Health Services, Kashmir till further orders”, it read.
Besides, the government has asked Director Health to initiate disciplinary proceedings immediately against the doctor {under suspension) as warranted under the rules.
