Incumbent Chief Engineers, SEs, XENs Draw Salaries Of JEs

Srinagar- The Engineers of Kashmir Power Development Corporation Limited (KPDCL) Friday urged the Union Territory government to ensure their regularization and timely promotion at all levels in a time bound manner.
Taking potshots at the administration for alleged delay in their regularization, the aggrieved engineers said despite the State Administrative Council (SAC) decision to complete the regularization of all engineers working in Kashmir Power Development Corporation Limited (KPDCL), no concrete steps were taken in this direction thus far.
They alleged that even incumbent Chief Engineers of the department have not been promoted on a regular basis, while the majority of Superintending Engineers (SEs) and Executive Engineers (XENs) have been drawing salaries of Junior Engineers (JEs).
Addressing a press conference here, Pirzada Hidayatullah, who represents Jammu and Kashmir Electrical Engineers Graduate Association (JKEEGA) as General Secretary, while expressing dismay over the delay in regularization of engineers working in KPDCL, urged LG Manoj Sinha to look into the issue and impress upon the concerned authorities to ensure their regularization without further delay.
“We urge the Lieutenant Governor Manoj Sinha to intervene in the matter and impress upon the authorities concerned to ensure our regularization as per service rules. Despite the SAC decision vide 258/22/2019 Dated-22/10/2019 to complete the regularization of all power engineers as a one time exemption in two months, more than four years have passed, no tangible progress has been made in this direction so far,” he added.
Pirzada also claimed that 700 posts are lying vacant in the department including that of the post of Managing Director, Transmission Corporation for the past seven months, while posts of Executive Directors (E) in DISCOMs and TRANSCO are vacant since their initiation in February 2022. Furthermore, 04 posts of Chief Engineers and 13 posts of Superintending Engineers, he said, are also vacant.
Pirzada said the recruitment process has also taken a halt since the year 2016, which has badly affected the functioning of various corporations. 400 posts of Junior Engineers, he said, have been vacant since the last so many years, thereby putting the field functioning of the department in shambles.
“The irony is that no major reorganization has been done since 1988, despite the fact that assets have increased by 1000’s of percent and under such circumstances it is almost impossible to realize the dream of providing 24×7 power supply,” he said, adding the situation at lower management level is so grave that Executive Engineer’s are holding charge of 3-4 Divisions spread across multiple Districts.
