Srinagar- The J&K Engineering Community in general and Mechanical Engineers in particular have expressed gratitude to Lt. Governor of UT of J&K Manoj Sinha, Advisor to Lt. Governor, R.R Bhatnagar), Chief Secretary Arun Kumar Mehta, IAS) and Principal Secretary, PWD Shalindera Kumar IAS) and his team for all historical reforms in the department including launch of JKPWDOMS, PWD Manual, transparent placement mechanism, impartial transfer policy and initiation of regularization of incharge promotions.
“In present day modern mechanized world, better public service is impossible without proper utilization and management of Engineers and engineering in all departments / wings / sectors,” said a statement.
“The Jammu and Kashmir Mechanical Engineering Graduates Association welcomes the implementation of Administrative Decision for re-organization of engineering staff in R&B and Mechanical Engineering.”
We request and appeal to the re-organization committee that before taking any final call for the reorganization of the Mechanical wing, following few points may be taken into consideration:-
(1) Hospitals which come under Health and Medical Education Department have the Mechanical utilities (like Central Heating System, Fire Fighting System, Medical Gases Pipeline system, Oxygen Plants, Lifts, other electromechanical equipments, etc.) whose installation and maintenance need to be taken care. These utilities are present being looked after by a single Division of Mechanical Hospital Division of MED Kmr and MED Jammu. The need for creation of Mechanical Wing in Hospital has been further endorsed by the creation of five new Medical Colleges with associated hospitals where all the Mechanical utilities have to be installed. Even Health Department has proposed the creation of a separate Mechanical Engineering Wing for the maintenance of these Mechanical utilities, which needs to be endorsed by your goodself. A full-fledged Mechanical Engineering Health Services Department may be created for common services to all the Hospitals across Jammu & Kashmir for proper design/operation. The creation of Mechanical Engineering Wing in Health and Medical Education Department is unavoidable in Jammu and Kashmir
(2) Expansion in Divisions / Subdivisions in JAL SHAKTI DEPARMENT (PHE Department):
Presently there is on an average a single mechanical division in PHE & I&FC for every four (04) districts across UT of J&K. The lack of sufficient divisions /sub divisions has affected public deliverance to a great extent and to meet the challenges, expansion in Mechanical Divisions is urgently needed.
Jal Jeevan Mission has further necessitated the creation of Mech. Divisions and sub divisions in every district as the surface water source / gravity source is getting depleted day by day and one has to rely on ground water resources in future.
Also PHE Ground Water Division Kashmir/Jammu is a single Mechanical Division in entire Kashmir Valley/Jammu province which is exploring ground water resources. There is a need for creation of additional PHE Ground Water Divisions across J&K for better water resource management and higher efficiency in deliverance.
Expansion in Divisions / Subdivisions in JAL SHAKTI DEPARMENT (I&FC Department) Flood Mechanical Division Baramulla is the only Division involved in the dredging of river Jhelum. The performance of the FMD Baramulla can be gauged from the fact that when entire Kashmir valley was under floods in 2014, it was only the Baramulla area which remains untouched from the devastation as the dredging work was carried out over the years regularly in Baramulla area by the said division. Dredging should be a continuous process in order to retain the bed level of the rivers to its lowest. There is need to increase Divisions both in Kashmir Jammu Division to care of all flood prone water channels, Nallahs, etc including Jhelum & River Tawi in Jammu region.
(3) Mechanical Engineering Wing in Disaster Management Department: Disaster Management can’t be thought of without the mechanization of the ways of preventing / management during the disaster. As the world is moving towards the mechanization, the role of Mechanical Engineers can’t be neglected in the said Department. The cabinet has approved the creation of Disaster Management Department in the cabinet meeting on 09-12-2016. In this regard the Mechanical Engineering Department has all the machinery and expertise in management of the disasters. So it is requested that the Mechanical Engineering Department must be given due role in the Disaster Management, so that the department remains fully prepared in case of any eventuality.
(4) The increase and expansion of Mechanical Staff in sister Department’s like JKPDC, JKPCC, H&UDD, Agriculture production and Horticulture Deptt., Motor Vehicle Deptt, Industries etc is unavoidable for better public services.
The concept of Smart Cities across UT of J&K is impossible without expansion of Mechanical infrastructure in SMC/JMC & UEED.
