Chief Secretary To Head Apical Selection Committee
Srinagar- The Jammu and Kashmir government has re-constitute four high level committees of Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Soura.
The committees that have been reconstituted include the Purchase Sub-Committee, Senior Selection Committee, Junior Selection Committee and the Apical Selection Committee.
For the Apical Selection Committee of SKIMS, the Chief Secretary will be the Chairman of the Committee.
Director, AIIMS, New Delhi or Dean as his representative in the event of his non-availability, Director PGIMER, Chandigarh or Dean as his representative in the event of his non-availability, Administrative Secretary Health and Medical Education Department, Prof. M. S. Khuroo, former Director and Dean, Nominee of the Chairman, Governing body, SKIMS, Director General, Codes, Finance Department, Principal, Government Medical College, Srinagar, Principal SKIMS Medical College, Bemina, Srinagar have been nominated as Members of the committee, while as Dean, Medical Faculty, SKIMS will be the co-opted member and the Director, SKIMS and Ex-office Secretary to the Government will be the Member Secretary of the Apical Selection Committee.
As per order, the Apical Selection Committee shall be assisted by the Experts from outside the Union territory of Jammu and Kashmir (Two for Selection/Promotion to the Faculty positions at the level of Professor/Additional Professor and one for Associate Professor/Assistant Professor, to be nominated by the Director, SKIMS).
“The recommendations of the Apical Selection Committee shall be implemented by Director, SKIMS with the prior approval of the Chairman Governing Body, SKIMS,” the order added.
About the Purchase Sub-committee, the Government stated that the Director SKIMS and Ex-Officio Secretary to the Government will act as the Chairman of the Committee, while as the Dean, Medical Faculty, SKIMS, Principal SKIMS Medical College, Bemina Srinagar, Medical Superintendent, SKIMS, Additional Director, SKIMS and Ex-officio special Secretary to the government, Chief Engineer, Director Finance, SKIMS, Concerned HoD for which the purchases are to be made, representative of I&C Department representatives of Finance Department, Convenor, Lab Groups SKIMS, Coordinator, Machinery and Equipment SKIMS, Deputy Director (Planning), SKIMS and Sr. Material Management Officer/Materials Management Officer/ Assistant Material Management officer Concerned have been designated as Members of the Committee.
At the same time, the Chief of Materials Management, SKIMS has been designated as Member-Secretary of the committee.
“In respect of rate contract, the rates fixed will remain valid for a period as may be specified by the Committee, but not beyond one year from the date of issue of orders determining the contract. Where the period of validity of rates has not been mentioned by the Committee, the same will be valid for one year from the date of issue of the order. For individual contracts, the rates will be valid till completion of the contract, as per the terms of the agreement,” the order added.
“The other terms and conditions of the Purchase Sub Committee shall be as per the S.O. 15 of 2020 dated 09.01.2020 issued by the Finance Department,” it further adds.
For the Selection/Promotion Committees, in both Senior Selection Committee and Junior Selection Committee Director SKIMS and Ex-Officio Secretary to the government will act as the Chairman, while as Dean, Medical Faculty, SKIMS, Medical Superintendent, SKIMS, Director Finance, SKIMS, Representative of General Administration Department and Representative of Finance Department will acts as members while Additional Director, SKIMS will act as member-Secretary of the committees.
“The recommendations of the Senior Selection Committee shall be submitted to the General Administration Department for its placement before the Chairman, Governing Body, SKIMS for approval,” the order adds.
“The recommendation of Junior Selection Committee shall be implemented by Director, SKIMS,” it further added.
